1 12 APPLICATION PAGE 10 OF 35 <br />Earthmoving for the sand and gravel mining operations will consist of stripping and <br />storing topsoil, excavating the overburden soils, mining the sand and gravel, <br />backfilling the excavated areas using overburden soil and imported site materials, <br />and replacing the topsoil. The typical sequence of operations is discussed in part <br />(a) above. <br />(c) All water diversion and impoundment's <br />The project site is currently hydraulically isolated from up gradient and adjacent <br />property surface flows. Storm water currently drains toward the existing <br />abandoned sewer ponds. Flows surrounding the site are conveyed to the 33 Road <br />Ditch located west of the site. From there storm water is conveyed southwest to the <br />Colorado River. <br />During the mining and reclamation process, all precipitation within the project site <br />will be collected and remain on the project site. Runoff collected within the mining <br />area will be pumped to the respective mining area settlement pond. Drainage <br />characteristics will not be changed affecting the site or adjacent sites. <br />Mining for sand and gravel, and for a portion of the backfill operations, will require <br />dewatering. A pump will be used to dewater the excavation pit area and <br />discharge into a new settlement ponds constructed within the permit area around <br />the historic tail water discharge locations. The settlement ponds will allow the <br />sediment to drop out of the water before it is discharged offsite into the 33 Road <br />Ditch. The side slopes for the pond shall be constructed at a 3H:1 V, and all <br />overburden removed for the pond construction shall be stockpiled around the <br />pond perimeter. <br />(d) The size of areas to be worked at any one time; <br />Mining at the site will be progressive across the permit area, as discussed in part (a) <br />above. The maximum area to be worked at one time will be four (4) acres. <br />(e) An approximate timetable to describe the mining operation. The timetable is for the purposes of <br />establishing relationship between mining and reclamation during the different phases of the mining <br />operations. An Operator shall not be required to meet specific dates for initiation, or completion of <br />mining in a phase as maybe identified in the timetable. This does not exempt an operator from <br />complying with the performance standards stated in Section 3.1. Such timetable shall include: <br />• An estimate of the periods of time which will be required for the various stages of the operation; <br />• A description of the size and location of each area to be worked during each phase; and <br />• Outlining the sequence in which each stage or phase of the operation will be carried out <br />Mining for the sand and gravel will be progressive across the site, as discussed in <br />part (a) above. As mining operations progress across the permit area, backfilling <br />operations will be following behind the active sand and gravel high wall. Once <br />backfill has reached the site reclamation plan elevations, the area will be made <br />available for material stockpiles and processing, or, if the area will not longer be <br />needed, it may be tilled, topsoil replaced, mulched, seeded and fertilized.
