location of the topsoil replacement, and a description of the depth of topsoil that
will be replaced (the replacement zones, as discussed in question 1 above). These
annual plans may be included in a new appendix titled "Annual Topsoil
Replacement Plan ". If major changes are proposed to the topsoil replacement
plan, a Technical Revision will be required. Please add this commitment, where
appropriate, to the narrative on Pages 2.05 -46 through 2.05 -50.
8. On the top of Page 2.05 -48 Colowyo states that "...topsoil will be left in a rough
condition..." Please provide additional detail regarding the methods that will be
used to ensure that the topsoil is either left in a roughened state or roughened prior
to seeding. This practice is especially important in light of the fact that scrapers
are used for topsoil replacement at the Colowyo Mine, since scrapers contribute a
great deal of compaction to the topsoil.
9. Although variable topsoil replacement for the West Pit and South Taylor Pit is the
primary focus of TR -82, there is no mention of the topsoil replacement activities
in the East Pit, the Gossard Loadout or the facilities area. It is assumed that since
these areas are not specifically mentioned in the text that the topsoil in these areas
will be replaced in a uniform depth of eight inches, as approved in Technical
Revision 62. Please include a discussion of the topsoil replacement depth(s) and
method(s) that will be used in the East Pit, Gossard Loadout and facilities area
reclamation.
10. The final sentence on Page 2.05 -46, carrying over to Page 2.05 -47, which states
" Colowyo is moving entirely away from applying topsoil in uniform layers... ",
appears to be contradictory, depending on the response to question 9 above.
Please review the topsoil replacement on all areas of the mine site and correct the
above referenced statement if necessary.
This completes the preliminary adequacy review for Technical Revision 82. The
Division's proposed decision date is 12 December 2009. Colowyo's prompt response to
the above questions will help in proposing a decision by this date.
