3. On Page 2.05 -46 Colowyo states that "(t)opsoil will then be redistributed to an <br />average or variable replacement depth..." (emphasis added). Since the focus of <br />the topsoil replacement efforts in the West and South Taylor Pits at the Colowyo <br />Mine is now variable topsoil replacement depths to enhance species diversity, the <br />statement regarding "average replacement depth" appears to be contradictory. <br />Please clarify the statement on Page 2.05 -46 regarding average topsoil <br />replacement depths. <br />4. Colowyo does not have a chart or reference a chart that details its current topsoil <br />balance for the West Pit and the South Taylor Pit (or the East Pit, Section 16 Pit, <br />Gossard Loadout and facilities area). Please either include a current topsoil <br />balance chart for all of the disturbed mine areas or reference the location of the <br />topsoil balance chart in the text. <br />5. On Page 2.05 -47 Colowyo states that "(w)hen necessary to ensure replacement to <br />the required or desired depths, replacement depths will be staked on the regraded <br />spoil." Please describe how Colowyo does, or will, ensure that replacement <br />depths meet the requirements of the approved topsoil replacement plan if the areas <br />are not staked prior to topsoil replacement. This discussion should include areas <br />of both uniform and variable topsoil replacement. <br />6. Colowyo has committed to include a verification of the variable topsoil <br />replacement depths in the Annual Reclamation Report. On Page 2.05 -47 <br />Colowyo states "(i)t will consist of logical transects... that are sufficient to <br />demonstrate variable topsoil depths..." Please include a description of the length <br />and frequency of the transects within a given reclamation block and please <br />provide a generalized diagram of the transects within a reclamation block. <br />7. On Page 2.05 -47 Colowyo proposes to provide a specific plan for the following <br />year's reclamation in the preceding year's Annual Reclamation Report (for <br />example, the specific details of the 2010 reclamation would be contained in the <br />2009 Annual Reclamation Report). The Division does not agree with this <br />approach. The purpose of the Annual Reclamation Report, as stated in Rule <br />2.04.13, is to document reclamation activities for the previous year. The Annual <br />Reclamation Report is not intended as a means to propose plans for future <br />reclamation. Future reclamation plans must be addressed as a revision to the <br />permit. <br />A detailed topsoil redistribution plan for the upcoming year must be submitted as <br />a Minor Revision to the permit, prior to topsoil replacement. This revision will <br />provide details for a specific reclamation block(s) within the framework of the <br />approved topsoil replacement plan. A map or plate showing the proposed plan for <br />each year's reclamation block(s) will be included in the revision. This map or <br />plate will need to be a zoomed view of the reclamation block(s) so enough detail <br />can be shown.
