6.4.4. EXHIBIT D - Mining Plan <br />10.) According to Exhibit D, about 6-10 inches of overburden exist at the site. It would <br />seem that some overburden from the current operation and the future operation would <br />have to be stockpiled for final reclamation. Similar to the way the topsoil is stockpiled <br />for final reclamation as described in page D-7 of the mining plan. Please commit to <br />stripping and stockpiling the topsoil and overburden separately. <br />11.) It appears topsoil and overburden will be stockpiled on the site for longer than 180 <br />days. These stockpiles will need to be protected from wind and water erosion. Please <br />commit to establishing vegetative cover on these stockpiles and submit a plan for <br />seeding these piles. For this plan, submit a list of the species of vegetation that will be <br />established nn the pFe, iles. For each species, indicate the amount of live seed per acre that <br />will be planted on the stockpiles. <br />12.) Page D-1 indicates the site will be mined in five phases; however, Table D-1 and the <br />Mining Plan Map C-2, indicates that site will be mined in nine phases. Please clarify if <br />the site will be mined in five phases or nine phases. If it will be mined in five phases <br />please update Table D-1 and the Mining Plan Map C-2 accordingly. <br />13.) Table D-1 indicates Phase 5 will be 3.1 acres; however the Mining Plan map <br />indicated Phase 5 will be 3.3 Acres. Please clarify. <br />14.) Please identify the type of stratum immediately beneath the material to be mined. <br />Also, it appears the primary commodity to be mined will be gravel; will any secondary <br />commodity be mined and if so, what will be its end use? <br />15.) Please indicate if explosives will be used during the mining operation? If so, please <br />supply a Geotechnical stability exhibit pursuant to Rule 6.5 (4). <br />6.4.5 EXHIBIT E - Reclamation Plan <br />16.) On page E-1, there is a list of the steps that will be taken to reclaim the site. The <br />mining plan indicates the stripped overburden will be placed back onto a prepared <br />slope. However, replacing overburden in not listed as a task on the list provided. Please <br />indicate to what depth overburden will be replaced and at what point during the <br />reclamation process this will occur. <br />17.) The mining plan and Exhibit C-3 indicate the final pit slopes will be graded to a 3:1 <br />horizontal to vertical ratio. However, this is not stated in the reclamation plan. Please <br />specifically state the pit excavations will be graded to a 3:1 horizontal to vertical ratio. <br />18.) Part of the reclamation plan indicates a portion of the site will remain an industrial <br />area. In accordance will rule 6.4.5 (b), where the post-mining land use is for industrial, <br />3
