requests will be submitted to CDRMS for insertion into Appendix 13-12a, Landowner Requests for <br />Permanent Features. <br />PertnanentStock Ponds <br />SCC has retained 12 permanent stock ponds within the Seneca II reclaimed area. These ponds were <br />requested and approved for retention by the land owner of n~cord. The executed requests are <br />contained in Appendix 13-12a, Landowner Requests for Permanent Featun:s. <br />Bondin4 <br />Introduction. The purpose of this section is to provide a recamation cost estimate, with supporting <br />documentation, for determination of a reclamation performance bond for lands disturbed at the Seneca II <br />Mine. This section provides information regarding all disturbed lands within the proposed permit boundary. <br />The amount of bond required was developed assuming that the bond would be forfeited at a time when <br />reclamation liabilities are highest during the reclamation phase of the mine. CDRMS developed a revised <br />reclamation cost estimate, as of December 2007, that indicates a reclamation liability of 56,311,844. <br />CDRMS cunently holds a reclamation bond, calculated for the worst-case condition in the mining sequence, <br />in the amount of 57,183,489. The estimate now includes costs for topsoil replacement and revegetation <br />over all disturbed areas, rather than just the five-year permit term in the previous estimate.
