Petroleum Contaminated Material Stockailes. All petroleum contaminated materials treated to reduce TPH <br />concentrations below 500 mg/kg will ultimately be disposed of in the solid waste disposal area. Following <br />the final removal of petroleum contaminated materials, the stockpile footprint areas will be covered with a <br />minimum of 4.3 inches of suitable topsoil and planted with Seed Mix No. 1. It is anticipated that final <br />reclamation of this area will occur in 2012, in conjunction with final reclamation at the solid waste disposal <br />area. <br />Sedimentation Ponds and Access Roads to These Ponds. Ponds 002, 003, and PECOCO reservoir have <br />been approved by CDMG as permanent impoundments. Pond 002 was approved as a permanent <br />impoundment in CDMG's Proposed Decision and Findings document dated December 31, 1986; PECOCO <br />was approved as a permanent impoundment in CDMG's Proposed Decision and Findings document dated <br />November 10, 1992; and, Pond 003 was approved as a permanent impoundment in CDMG's Proposed <br />Decision and Findings document dated June 6, 1997. <br />Appendix 7-6a presents the permanent pond demonstration for Pond 002, and the as-built is shown on <br />Exhibit 7-8. Appendix 7~b presents the permanent pond demonstration for Pond 003; the as-built is shown <br />on Exhibit 7-11. Appendix 7-6g presents the permanent pond demonstration for PECOCO; the as-built is <br />shown on Exhibit 7-18. <br />Seneca Coal Company, the postmine landowner for a portion of Pond 002 and all of Pond 003, has <br />requested that these ponds be left as permanent postmine features. SCC's request is presented in <br />Appendix 13-12a, Landowner Requests for Permanent Features. Request forms for the remaining <br />portion of Pond 002 and PECOCO have been submitted to the postmine landowners. Upon receipt by SCC, <br />the executed requests will be submitted to CDRMS for insertion into Appendix 13-12a. <br />Based on requests received from postmine landowners, SCC also proposes to leave Ponds 004 and 008 as <br />permanent impoundments. Leaving these ponds as permanent features enhance the proposed post-mining <br />land use of livestock grazing and wildlife habitat. In accordance with Rule 4.09.13, SCC has designed and <br />constructed the ponds to approved CDRMS criteria. Appendix 7-6c, Sediment Pond No. 004, presents the <br />permanent pond demonstration for Pond 004. Appendix 7-6e, Sedimentation Structure 008, presents the <br />permanent pond demonstration for Pond 008.
