• CyGe times are dependent upon factors such as pit configurations, excavator performance, and customer <br />demand. Amore detailed discussion of the operational methods is presented in Tab 12. In order to achieve <br />the designed posfmining landfortn, the necessary badrfill material must be available to perform area grading <br />on internal spoil. Generally, adequate material will not be available until excavation has developed two spoil. <br />Tab 12 discusses the area grading concept. When the pit configuration is regular (e.g., typically, interior <br />spoil), and where sufficient area is available to perform "area grading", Peabody will maintain backfilling and <br />grading within two spoil rows. <br />Four spoil peaks will also be created by other mining situations. It could take four spoil rows to create <br />suffident spoil area to allow final grading to `daylight and blend into the surrounding topography. Ramps, <br />roads, or facilities must no longer be required for the mining operation before they can be removed or <br />relocated and the adjacent spoil excavated to final grade. Lastly, the completion of badfilling and grading of <br />final highwalls may require up to two years following coal removal. This is due to the larger operational area <br />required for highwall reduction as opposed to infector spoil grading. <br />• Therefore, SCC may request a variance under Rule 4.14(1)(c) from the CDMG for the Seneca II Mine site for <br />a delay in contemporaneous rough grading. The topsoil variance areas are depicted on F~dlibd 13-2. SCC <br />proposes to utilize the backfilling and grading sequence proposed on l~dlibit 13-2 and the general <br />reGamafion schedule presented here to achieve the proposed postmining topography on F~ctlibit 13-2A, <br />Postmining Topography and Permanent Features. <br />Soil Replacement will be completed within one year following final grading provided the area is not being <br />used for facility or monitoring-related activities (i.e., items such as, but not limited to ramps, deadhead <br />routes, light use roads, haul roads, ponds, drainages, diversions, boneyards, office, or shop areas.) If final <br />grade is achieved during fall or winter months, soil will be redistributed the following summer or fall fo <br />accommodate fall seeding.
