• 2.05.3(3)(c) <br />Section 2.04.3(4) explains that the permit area is <br />only a small portion of the total area that is utilized for winter <br />range for cattle. However, the permit and adjacent area is <br />utilized for cattle range during the most severe winter months, <br />January though March, because it has the least severe weather <br />because of its exposure and elevation. <br />The landowners explained the wide roads with the <br />hard gravel surfacing are ideal for use during the extreme winter <br />months. They provide safe reliable access to the area. They are <br />safe because of their width. They provide reliable access because <br />of their good hard surface that will not become a muddy mess during <br />winter and spring thaws. The wide roads also provide a good <br />surface on which to feed cattle. This wide hard surface is ideally <br />suited for use as a feed area. On a wide hard packed road, feed <br />can be evenly distributed and the loss of feed due to muddy <br />conditions is minimized. Without the good hard surfaced roads, the <br />winter range area is at times inaccessible. <br />Access Road <br />Mining Area 3 required one access road to provide <br />access to Pond F. The access road was not constructed because Pond <br />F was not constructed. At the time mining in Area 3 ceased, the <br />• extent of the disturbed area was within drainage area B. <br />Therefore, any run-off from the disturbed/reclaimed area of Mining <br />Area 3 is collected in Pond B.
