Some markers show fading due to weathering and may benefit from repainting at some point <br /> in the near future. <br /> Roads <br /> One purpose of this inspection was to review the status of some of the roads and any <br /> remaining reclamation that may be required of these areas. We inspected the small parking <br /> area and the short piece of road to access the parking area off of County Road 92. Should <br /> the small parking lot topsoil pile be used for reclamation of Pond 5 at some point in the <br /> future, this short road and parking area would allow access to the topsoil pile. <br /> We walked the length of County Road 92 to the Newlin Creek gate. Generally, it is well <br /> surfaced, with the exception of where the permanent haul road intersects the county road. <br /> Since county maintenance personnel do not have access to this section, the operator may <br /> want to grade this section at the next opportunity, re-working gravel materials to the surface <br /> to improve this small section of road. <br /> We then proceeded to walk the entire length of the permanent haul road, to the gate at the <br /> former rock dust tank area (now reclaimed). The road was found in good condition, although <br /> muddy, especially along the flat section to the south of the RDA. <br /> A short piece of road, extending in a westerly direction, exists immediately south of the rock <br /> dust tank area. This road then intersects with what appears to be a private road for some <br /> 150 feet, before coming to the spur road to the substation. These roads remain in-place and <br /> allow access to the substation facility. <br /> We then traversed the clean water diversions along the north side of the RDA, walking from <br /> south to north until arriving at the NW corner of the RDA (see photo above). At this point, we <br /> walked to the east along the road that runs east-west on the north side of the RDA, <br /> eventually arriving at Pond 4. This section of road continues to circumscribe the RDA until it <br /> intersects the permanent haul road. <br /> The short spur road to the North Dewatering well was visited. This short section of road <br /> allows access to the well for monitoring of water potentially flooding the mine workings. <br /> Another portion of road exists to the substation #2 on the west side of the disturbed area. <br /> This road remains and the substation owned by Energy Fuels remains on the site. The <br /> existence of this road also is contrary to the statement in the bond release findings "All other <br /> roads that were part of the Southfield Mine were removed during reclamation." <br /> Hydrologic Balance <br /> Pond 4 and Pond 5 was observed and found dry. Embankment and spillways appeared in <br /> normal condition with no problems noted. <br /> Support Facilities <br /> One facility that remains at the site is the substation. The reclamation costs for this structure <br /> are included in the latest approved bond estimate in Exhibit 20 of the permit application as <br /> task 60, "Demolish and remove all structures". <br /> 4 <br />
