SEDCAD design <br />calculations are contained in Tab 13, Facilities. <br />Road `B" <br />Rationale: This road will provide landowner access to otherwise inaccessible individual properties within and <br />adjacent to the Yoast reclamation area following final bond release. SCC will use this road prior to final bond <br />release as access for maintenance and monitoring. <br />justification: Without this road some individual properties would be "land-locked" with no readily available access. <br />Landowner request letters are contained in Appendix 20-1.1 of this attachment. <br />Documentation: This road has been retained in part at 20 feet in width and the remainder narrowed to a light use <br />road LU 3A. Drainage control along this road consists of designed ditches and culverts. SEDCAD design <br />calculations are contained in Tab 13, Facilities. <br />Road "B" Extension. This original haul road has been retained in part as a 20 foot wide access road (approximately <br />1,800 feet), the remainder is retained as light-use roads LU 3A/313. <br />Light Use Roads <br />Light use roads have been retained for limited access to the reclaimed lands to facilitate monitoring, maintenance, <br />and future landowner use. The roads are of appropriate width for the anticipated volume of traffic and the nature <br />and speed of the vehicles to be used and provide access to the interior of the mining area. In most instances, these <br />roads average 12 feet in width. In some cases these roads are extensions of roads and trails that existed prior to <br />mining. Exhibit 20-2, Post Mining Topography, shows the locations of these light use roads. The road profiles and <br />cross-sections are included in Tab 20 as Exhibit 20-3, Post Mine Road Profiles. <br />Light Use Road 1 a_U 1) <br />Rationale: This road provides access for landowner use, maintenance and monitoring of the permanent pond 010. <br />justification: Without this road accessibility would not exist when maintenance and monitoring or general <br />landowner access is required Landowner request letters are contained in Appendix 20-1.1 of this attachment. <br />Documentation: This road is approximately 550 feet long and provides access to Sediment Pond 010 from Road B. <br />As shown on the profile, it meets the grade criteria for a light use road. In addition, it meets the criteria for design <br />and construction, drainage, and surfacing. Maintenance will be conducted as necessary until final bond release. <br />Light Use Road 2 (LU 2) <br />Rationale: This road provides access for landowner use, maintenance and monitoring of the permanent shrub plot <br />SP07-2. This road will provide landowner access to otherwise inaccessible individual property within and adjacent <br />to the Yoast reclamation area following final bond release. SCC will use this road prior to final bond release as <br />access for maintenance and monitoring. <br />justification: Without this road accessibility would not exist when maintenance and monitoring or general <br />landowner access is required. Landowner request letters are contained in Appendix 20-1.1 of this attachment. <br />Documentation: This road is approximately 850 feet long and provides limited access to a fenced shrub plot and <br />the North Pit area from LU 3A. As shown on the profile, it meets the grade criteria for a light use road. In <br />addition, it meets the criteria for design and construction, drainage, and surfacing. Maintenance will be conducted as <br />necessary until final bond release. <br />Light Use Road 3A a-U 3A <br />Rationale: This road provides access for landowner use, maintenance and monitoring of the Yoast reclamation area <br />prior to final bond release.
