77+00. The proposed design has the West Pit Ditch intercepting the Taylor Tributary
Ditch at approximately station 79+00.
Based on the Division's review of the materials provided by Colowyo and following the
general discussion of the proposed changes in Technical Revision 83 provided above, the
Division has the following completeness questions.
Rule 2.10 - Mans
Colowyo has provided a revised copy of Map 41 - Watershed Boundaries for
Hydrologic Modeling, which shows the locations of the proposed post-mining
drainage channels. One of the items shown on this map is the "Reclamation
Boundary", which is reclamation work completed at the site. This boundary,
however, was last updated in December 2006. Since December 2006 there have
been several hundred acres reclaimed at the site. This information is important
and necessary in reviewing the mine site hydrology. Please update Map 41 to
include the most recent "Reclamation Boundary" information available. This
information should contain all of the reclamation completed through October
2009. Please submit three copies of Map 41 that have been signed by a registered
professional engineer to the Division for review.
2. Several of the permanent post-mining channels shown on Map 41 - Watershed
Boundaries for Hydrologic Modeling, have the actual beginning station shown on
the map (for example, the Prospect ditch shows the beginning station as 37+92).
This information is helpful in reviewing the ditch design information. The
Division requests that Colowyo include this information for all ditches shown on
Map 41. Although this is not a completeness issue, since Map 41 will need to be
changed and resubmitted as a result of question 1 above, this would be a good
time to include the ditch starting point information as well.
3. Colowyo has proposed changes to the approved post-mining topography for the
West Pit area and has provided Map 19 - Post-Mining Topography-South Area
and Map 20 - Pre-Mining and Post-Mining Cross Sections A-A', B-B', C-C' &
D-D'. Colowyo has not, however, included Map 20A, which shows pre-mining
and post-mining cross-section E-E'. Please submit three copies of Map 20A that
have been signed by a registered professional engineer to the Division for review.
4. Colowyo has proposed changes to the approved post-mining topography for the
West Pit and has also submitted copies of Map 19B - Post-Mining Topography-
South Taylor Area. This map includes some overlap areas of the West Pit since
they have apparently been changed. Colowyo did not, however, submit copies of
Map 20B, which shows pre-mining and post-mining cross-sections for the South
Taylor Area, as depicted on Map 19B. Please submit three copies of Map 20B
that have been signed by a registered professional engineer to the Division for
review.
