8. Schedule of Operations <br />Mining operations will only occur as dictated by demand up to the maximum rates described <br />earlier in the mine plan. It is planned that production will continue like it has under the current <br />permit. Mining, crushing, screening, and asphalt production may take place 12 months out of the <br />year and product will be sold throughout the year, although less material is expected to be sold in <br />winter months. It is likely that raw material will be stockpiled to allow mining to cease for parts <br />of the year. The operator will not have night gravel mining operations, although minor truck <br />activity or repairs may occur after hours. <br />9. La Plata County Impacts and Environmental Impacts <br />The La Plata County Class II Land Use Permit is being modified to reflect the changes in the <br />2009 amendment. Negative impacts to La Plata County include a) truck traffic, although <br />considerable road improvements were made as part of the 2003 Class II Permit b) noise, which <br />will be minimized though the placements of berms around the perimeter of the site, c) dust, <br />although all operations at the site are regulated by the Air Quality Control Division of the <br />CDPHE, d) visual impacts, which is subject of a specific evaluation as part of the Class II <br />process. Positive impacts to the community are a good supply of construction materials in an <br />area that is a considerable distance from existing pits. Also, the reclamation plan allows irrigated <br />pasture as the principal land use, which is more valuable than the pre-mine use of rangeland. <br />As described in the Exhibit G: Part 1, the hydrological system will detain all runoff so that no <br />sediment will leave the site and cloud any downstream waters. The Cugnini Pit will be reclaimed <br />to irrigated pasture and rangeland as shown on Map F. The operator will work closely with the <br />County and the DRMS to ensure that the reclamation plan is the best possible for achieving the <br />post-mining land use. There will be portable sanitation facilities on site but there will be no leach <br />fields or other means of sewage disposal. All sanitary waste will be stored in a holding tank and <br />hauled off site periodically. There will be no new demands on La Plata County services from the <br />extraction areas. <br />Cugnini Pit, November 2009 D-14
