V. Sealing of Drilled Holes and Underground Openings <br />The Division will require that each hole, well or other underground opening be capped, sealed, backfilled, or <br />otherwise properly managed (4.07.3). <br />VI. Use of Explosives <br />The explosives area at the Foidel Creek Mine was transferred from the Mine No. 1, Mine No. 2, and Eckman <br />Park mine, Permit No. C-81-071. Surface blasting is limited to 5 pounds of explosives. No specific <br />approvals are granted under this section. <br />VII. Disposal of Excess Spoil <br />No excess spoil exists at the Foidel Creek Mine. No specific approvals are granted for this section. <br />VIII. Coal Mine Waste Banks <br />Technical Revision No. 21 (TR-21) approved a coal waste pile south of Pond D at the main facility area of <br />the Foidel Creek mine. The pile configuration is a sidehill design with a maximum estimated volume of 3 <br />million cubic yards of waste. The source of the waste is two wash plants which processes any low quality <br />coal product produced by mining, or low quality coal not processed. The Division approves the design and <br />any alternative specifications as represented in Exhibit 26A of the PAP (4.10.1(1)). The permittee has <br />proposed an expansion of the coal waste pile. Approval of the coal waste pile expansion has not occurred at <br />the time of the proposed decision of PR8. <br />Ix. Coal Mine Waste <br />Coal Mine Waste Fire Fighting Plan is found in Exhibit 25a of the permit (4.11.1). <br />Twentymile Coal Company has previously been approved to dispose of select non-coal waste in a location <br />south of the Area 1 pit. This location is located in spoil material from the Energy Mine No. 1, and is located <br />above the water table (4.11.4(1)-(3)). In addition, coarse coal processing waste is placed in the coal mine <br />waste bank. <br />Coal processing waste fines are placed in the coal mine waste bank or returned (thickener underflow) to <br />abandoned workings in the South West Mining District or Eastern Mining District. <br />There are three temporary storage excavated pits for mine development waste (cuttings pits). These <br />development wastes are from construction of the 18-Right Ventilation Shaft, 6-Mains North Ventilation <br />Shaft, and the 18-Left Ventilation Shafts. <br />No coal mine wastes are stored at the Fish Creek Tipple (Rule 4.11.3). <br />X. Backfilling and Grading <br />The Foidel Creek mine portals are located along Foidel Creek, faced-up in highwall from the adjacent <br />surface mining activity in Eckman Park. Partial backfilling and grading was done to help seal the portal area <br />from groundwater inflow. The remaining backfilling and grading will occur at the completion of mining <br />activity at the Foidel Creek mine. No specific approvals are granted under this section. <br />21
