Processing Waste <br /> The outslopes of the Refuse Pile Expansion(RPE)pile and the Lower Refuse Pile (LRP) showed no <br /> signs of structural instability. The RPE is nearing its maximum designed elevation. The outslope of <br /> the eastern end of the RPE has recently been graded. Survey markers were in place on the faces of <br /> both piles. Earth work has begun on the top of the LRP where the coal preparation plant will be <br /> constructed, as recently approved in TR-118. <br /> Support Facilities <br /> No problems were found in the following areas: materials storage bench, trash compactor, explosives <br /> storage area,barrel storage building,hydraulic components storage, the Sylvester Gulch mine water <br /> pumping facility, the polishing pond, and the train loadout. Construction of the new mine water <br /> treatment pond in Sylvester Gulch has recently been completed. This work was approved in TR-116. <br /> Topsoil <br /> Topsoil stockpiles in Sylvester Gulch, the Corrals staging area, and the Main Surface Facilities <br /> stockpile were in good shape. They were protected by vegetation and no signs of excessive erosion <br /> were found. <br /> General Mine Plan Compliance <br /> The operator appeared to be following the approved mine plan. <br /> Air Resource Protection <br /> No fugitive dust problems were found during the inspection. <br /> Subsidence <br /> No new signs of subsidence were evident on the slope above the east side of the Sylvester Gulch <br /> stream channel, as observed from road in Sylvester Gulch. The slope was undermined in the last two <br /> years by the last B-seam panel mined, Panel 25. <br /> Offsite Support Facilities <br /> Construction of the Deer Creek Shaft has been completed and no one was on the site. The shaft site is <br /> fenced, and surrounded by diversion ditches. Adequate alternative sediment control measures (straw <br /> waddles and straw bales) were in place at the point where runoff leaves the Deer Creek Shaft disturbed <br /> area(a Small Area Exemption). <br /> Documents Received <br /> Copies of the 3rd quarter 2009 CDPS discharge monitoring reports were received during the inspection. <br /> 4 <br />
