The applicant has stated a description of the vegetation was included in an attachment to the <br />permit application. The attachment could not be found, please submit a description of the <br />vegetation in the area of the proposed operation. <br />5. The applicant has stated barb wired fences are within 200 hundred feet of the affected area. <br />Please specify the owner of the barb wired fences and locate the structures on the Mining <br />Plan Map. <br />6. Please provide any information available from publications or monitoring data on water table <br />elevations in the area of the proposed operation. <br />6.3.3 Exhibit C - Mining Plan <br />7. The applicant has stated 3 to 6 inches of topsoil will be salvaged. Establishing vegetation in a <br />surface horizon of 3 inches will be difficult. The Division recommends salvaging and <br />replacing the topsoil to a depth of 12 inches. Please commit to replacing 6 to 12 inches of <br />topsoil. <br />8. The applicant has stated a driveway will be constructed across the borrow ditch. Does the <br />borrow ditch convey stormwater around the pit? Please specify the dimensions of the borrow <br />ditch and locate it on the Mining Plan Map. <br />9. According to the Mining Plan, an asphalt hot plant may be located within the permit <br />boundary. Please clarify if the asphalt hot plant will be portable. If the asphalt hot plant or <br />any other structures are permanent, the cost to remove the structures must be included in the <br />reclamation estimate. <br />10. The applicant has stated water for material washing may come from an existing pond on the <br />property. Please clarify if the pond is within the permit boundary. In addition, please specify <br />the amount of water that will be used for dust control as required by Rule 6.3.3(h). <br />11. The applicant has stated all fuel storage containers will have containment structures. Please <br />locate the fuel storage containers on the Mining Plan Map. The operator must indicate that <br />there is a Spill Prevention Control and Countermeasure (SPCC) plan in place and that the <br />SPCC plan will be implemented prior to storage of fuel or oil products. This can be done by <br />submitting a letter to the Division, on company letterhead, affirmatively stating that the plan <br />has been implemented. The operator does not need to submit a SPCC plan to the Division; <br />however, it must be available for review at the facility or the nearest field office during an <br />inspection conducted during normal business hours. In addition, if the containment structures <br />are permanent, such as concrete containment structures, then the cost to remove the <br />structures must be included in the reclamation estimate.
