III. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> channel, which SCC had recently completed. Additional TRM liner material was installed, along <br /> with staked willow bundle wattles, placed in the channel to form weirs, to slow runoff and direct <br /> flow toward the center of the channel. <br /> Topsoil <br /> At the time of the SL-2 inspection, topsoil had been properly scraped away from the slide area in <br /> the upper Pond 013 watershed to allow for remedial grading operations, which were in progress. <br /> Topsoiling was in progress on a small steep slope location above the lower YPM 6-1 channel <br /> segment, which had been subject to minor regrading. Topsoil stockpiles remaining at Yoast <br /> include Stockpile "A", a portion of Stockpile"B", Stockpile"C", Stockpile "I", and a portion of <br /> Stockpile"L". The largest remaining area yet to be topsoiled is the Pond 12 slide and adjacent <br /> areas of the YPM 6-2 and YPM 6-3 watersheds. Smaller areas would include various temporary <br /> roads, the Stock Pond ST-1 embankment, and areas that maybe associated with future erosion <br /> and slide repairs. <br /> Fish and Wildlife <br /> Several of the fenced shrub establishment plots observed during the course of the inspection, <br /> including SP06-1 and SP06-3 were observed to be in need of repair to prevent access and <br /> damage by elk, and SCC was advised to ensure that all the fenced exclosure areas were properly <br /> maintained. <br /> Several dusky grouse were flushed from the reclamation in the upper slopes of the YPM 1-1 <br /> watershed, near the patch of aspen sprouts. <br /> Reve etg ation <br /> Revegetation was not the focus of the inspection, as it is not a topic that specifically pertains to <br /> Phase 1 bond release. Apparent success is variable across the site; with excellent diverse stands <br /> of native dominated vegetation present in some locations. In the upper YPM 3-2 and YPM-14 <br /> watersheds above shrub plot SP05-1, there is a fairly large block of vegetation that is heavily <br /> dominated by alfalfa, with scattered smaller patches of alfalfa in other locations. In the YPM 1-3 <br /> and 1-2 watershed downstream of Stock Pond ST-1, annual vegetation seems to have persisted as <br /> a significant stand component longer than is normally the case, over fairly extensive areas. <br /> Interseeding may be appropriate in these areas, to enhance the perennial component that is <br /> present,but somewhat sparse and patchy. <br /> 16 <br />
