III. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> YPM-8 watershed exclusion area boundary line would extend due west from <br /> the north edge of the YPM-8 corridor crossing of the temporary maintenance <br /> road, then generally south following the disturbed area boundary to the <br /> Section 17/20 boundary,then due east along the section line to the northern <br /> end point of permanent road LU3B, then northwest along the outside edge of <br /> the temporary road (extension of LU313)to the south edge of the YPM-8 road <br /> crossing,then due east to the disturbed area boundary, then northwest <br /> following the disturbed area boundary to the north edge of the YPM-8 <br /> disturbance corridor, then southwest along the channel corridor to the point <br /> of origin. <br /> Slopes and channels north of the YPM-8 road crossing through the Neck Pit area were closely <br /> observed and measurements were taken along various segments of Channels YPM-16 and YPM- <br /> 22. The channels were properly constructed and lined in conformance with the approved permit, <br /> and appeared stable. A TRM lined "ice jam overflow" channel had recently been constructed <br /> along YPM-22, due to "jump out" and associated gully erosion that occurred this spring during <br /> snowmelt. YPM-20 is a short TRM lined channel segment that runs out of the SP07 shrub plot <br /> and is intercepted by the LU3A road ditch. The channel was recently constructed and appears <br /> stable. In the original design for YPM-20, the channel continued down the slope toward the <br /> "Bear Bait Draw" drainage;but the design changed with approval of TR-37, due to the approval <br /> of LU3A as a permanent road. SL-2 maps depict the proposed original alignment of the channel, <br /> and the corridor extends a short distance downslope of the road,because at the time of SL-2 <br /> preparation, that was the approved plan. <br /> Minor slope settlement has occurred on the reclaimed slope west of LU3A and north of the <br /> SP07-1 shrub establishment area. There are remnant cracks along the slope,but the maximum <br /> scarp height is approximately 1 foot. The slope is well vegetated and the cracks appear to be <br /> healing over. The slope area will need to be watched but remedial measures do not appear to be <br /> warranted. <br /> Photographic documentation of the locations and features described in the Neck Pit area is <br /> included in Attachment 2 to this inspection report. <br /> 14 <br />
