'f <br /> III. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> YPM 6-2. The Division plans to specify the following exclusion area in the proposed <br /> decision for SL-2,which would include most or all of the disturbed land located north of <br /> the YPM 6-2 corridor in the YPM 6-2 and YPM-7 watersheds: <br /> Additional exclusion area would extend from the point where the SCC <br /> exclusion corridor for YPM 6-2 (SL-2 Map Exhibit A) meets the undisturbed <br /> aspen block; from that point northeast along the southeast edge of YPM-7 to <br /> the maintenance road corridor; then along the maintenance road corridor to <br /> the drainage divide between YPM-7 and YPM-8 (approximately <br /> corresponding to the Section 17/20 boundary),then due west to the actual <br /> disturbed area perimeter,then along the SL-2 Map A actual disturbed area <br /> perimeter south and west to the SCC exclusion area boundary east of Pond <br /> 012,then along the outer edge of the bond release boundary depicted on SL-2 <br /> Map A back to the point of origin. <br /> Pond 13 Watershed <br /> This small watershed includes permanent drainage channels YPM-4, YPM 4-1, YPM 4-2, YPM- <br /> 17, and Diversion 13A. These drainages were inspected on 7/15/09. The channels all appeared <br /> to be stable, and properly constructed in accordance with approved design. Photos <br /> #MLT7151051 and#MLT7151054 show typical reaches of YPM-4. #MLT7151124 shows a <br /> typical reach of YPM-17, and#MLT7151117 shows Diversion 13A and Pond 013. One issue of <br /> concern in the Pond 13 watershed is a slide that occurred in early spring 2009, on a steep <br /> hillslope at the upper(east) end of the reclaimed watershed. The primary scarp associated with <br /> the slide was 3 to four feet in height and extended across the slope for approximately 120'. The <br /> slide mass extended over 70' downslope from the scarp and numerous cracks and bulges were <br /> evident. Photo#MLT1865 shows the slide repair project in progress as it appeared during the <br /> SL-2 inspection on 7/15/09. Photo#SLB923155,taken 9/23/09, shows the slide repair area <br /> following completion of remedial grading, topsoiling and seeding. Grading eliminated a segment <br /> of temporary light use road that ran along the crest of the slope, and allowed for a modest <br /> reduction in slope grade through the slide zone. Inclinometer check following completion of <br /> remedial grading on 8/12/09 indicated a slope of 35%, which is in accordance with Exhibit 20-2 <br /> PMT. At present, the slope appears to be stable and blends in well to the adjacent terrain. <br /> 11 <br />
