III. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> i <br /> comparable to adjacent undisturbed slopes and grade depicted on PMT map Exhibit 20-2. The <br /> only maintenance item remaining was that holes in the TRM liner were still evident in a couple <br /> locations along the upper TRM segment(Photo#631 and#632). TRM maintenance is <br /> warranted to prevent further scour beneath the liner. <br /> YPM 6-2 Drainage <br /> Downstream of the undisturbed aspen grove, the main valley drainage re-enters land disturbed by <br /> minjng activity. The channel is designated YPM 6-2. The steep tributary YPM-7 enters the <br /> upper end of YPM 6 from the northeast at the disturbance boundary. YPM-7 was included in the <br /> SL- release request area, but it had been severely eroded by spring runoff in 2009. Rough <br /> grading had been completed along YPM-7,but channel shaping and liner installation had not <br /> been completed(Photo #531 is the lower segment of YPM-7). Downstream of YPM-7, <br /> Chanel shaping has not been completed and liner has not been installed (see Photo#640 from <br /> 8/12/09 inspection). SCC had excluded a narrow corridor along the YPM 6-2 channel extending <br /> down to the large"Pond 12 slide" exclusion area. <br /> The e is a temporary maintenance road that extends from the Section 17/20 boundary near the <br /> no; end of the YPM-7 drainage, crosses over to the north side of YPM-7 north of the aspen <br /> g e, and then continues to the west through the lower south facing slopes of the YPM 6-2 <br /> dramage, into the "Pond 12 slide" area. A section of the maintenance road in the YPM 6-2 <br /> watershed is shown in Photo #641. The maintenance road alignment was excluded from the SL- <br /> 2 re ease request by SCC,but slopes adjacent to the road were included. There are rilled road <br /> run-out channels in locations between the road and YPM 6-2 that require maintenance (Photo <br /> #64 ). There is a scraper road that extends across the south facing slope north of the <br /> maii itenance road, diverging from the maintenance road a couple hundred feet west of the YPM- <br /> 7 crossing, and extending up to Topsoil Stockpile"L" on the ridge northeast of Pond 012. The <br /> scraer road was included by SCC in the SL-2 release request area. The scraper road will <br /> continue to be used for at least the next year, during final remediation of the Pond 012 slide area, <br /> and upon completion of that project the route will need to be graded to tie into the adjacent <br /> terr�m and prevent concentration of runoff, then will need to be topsoiled and seeded. The <br /> scraper road and various features in the general vicinity are depicted on Photo#0137, a DRMS <br /> aerial photo taken 8/28/09. The Division believes it would be appropriate to exclude a larger, <br /> contiguous block of land in the YPM-7 and upper YPM 6-2 watersheds, due to the extent of on- <br /> goi g activity associated with scraper and other equipment access to the Pond 012 slide vicinity <br /> and Topsoil Pile"L", as well as on-going and future reclamation and stabilization work <br /> ass crated with the maintenance road, the scraper route, lower Channel YPM-7, and Channel <br /> 10 <br />
