III. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> Reve eta <br /> East Wadge slopes below V-Ditch 1 are characterized by patchy stands of well established <br /> perennial vegetation intermixed with earlier successional stands dominated by annuals and <br /> sweetclover, in areas impacted by past erosion and associated repairs. Upper portions of the <br /> slope generally support better stands of desirable perennials, with lower successional stands more <br /> prevalent on the lower slopes. With the apparently successful erosion control implemented <br /> following approval of TR-41, successional processes would be expected to result in increased <br /> cover and composition of desirable perennials. However, due to the history of repeated <br /> disturbance on the East Wadge slopes, there is a significant presence of noxious weeds including <br /> Canada thistle, hounds-tongue, and whitetop, particularly on lower slope areas along and east of <br /> PM-8, within erosion repair areas, and along V-Ditches. Focused weed control efforts will need <br /> to be continued. In some of the roughened gully repair locations, there is a significant <br /> component of shrubs,but noxious species are also present. Care will be necessary when spraying <br /> these weed patches to minimize loss of desirable shrubs. <br /> In the Solid Waste Disposal Area, initial establishment in the 1st and 2nd year seeding looks quite <br /> good. Species diversity and density of seedling sagebrush was notable in the 2nd year seeding on <br /> the west facing hillslopes. A few patches of Canada thistle were noted, mostly adjacent to the <br /> South Road in the landfill vicinity. <br /> Some patches of Canada thistle and houndstongue were also noted along Channel PM-12A. <br /> Phase 1 Bond Release Reclamation Success Summary <br /> Based on site inspection, the reclaimed areas within the SL-4 bond release request parcels <br /> (delineated on SL-4 Map Exhibit A) appear to have been restored to the approximate original <br /> contour of the pre-mining landscape. Slopes are in general conformance with approved post- <br /> mining contours as shown on Postmining Topography and Permanent Features Map of the <br /> approved permit(Exhibit 13-2A) and on Exhibit E of the Phase I bond release application, and <br /> appear to be stable. Reconstructed drainages within the release request parcels are in good <br /> condition, with only minor exceptions along a couple channel segments where repairs are <br /> necessary(as noted previously in the report). One discrepancy between approved and existing <br /> drainage alignment was noted in regard to PM_I2A, which will require revision of the permit(as <br /> discussed previously in the report). <br /> 10 <br />
