III. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> depicted on SL-4 Exhibit A will not be approved for Phase 1 bond release prior to final <br /> approval of TR-51. <br /> Hydrologic Balance <br /> Runoff from the East Wadge Area reports to Sediment Pond 008, the PM-12A corridor reports to <br /> Sediment Ponds 004 (portions of the access route from Road E-1 to the channel) and 008. <br /> Runoff from the reclaimed Solid Waste Disposal area reports to Sediment Pond 002, the large <br /> final pit impoundment south of shop facilities area. These ponds have been approved as <br /> permanent impoundments, and the ponds have consistently met applicable NPDES discharge <br /> standards. During the course of the inspection, it was noted that each of the ponds was <br /> discharging clear flow. Pond 004 and 008 embankments were stable and well vegetated. Pond <br /> 002 is a final pit impoundment without an embankment. No problems were noted with the <br /> sediment ponds and no water quality related problems were observed during inspection of the <br /> parcels included in the SL-4 bond release application. All disturbed land within each of the <br /> release request areas does report to an approved sedimentation pond. <br /> All permanent post-mine drainage channels included in the release request parcels were inspected <br /> as part of this Phase I bond release to assess general design compliance and functionality. <br /> Postmine channels inspected include PM-8 and tributary erosion control "V-Ditches" in the East <br /> Wadge Area, the Channel PM-10 drainage in the Solid Waste Disposal Area, and the PM-12A <br /> corridor. Please refer to the Backfill and Grading section of this report for detailed discussion of <br /> the permanent channels. <br /> Topsoil <br /> The former location of Topsoil Stockpile P, located northwest of the Solid waste disposal site, <br /> was viewed from a distance. All of the topsoil that remained in the stockpile was used up in <br /> reclamation of the final portion of the Solid Waste Disposal Area. The stockpile site had been <br /> included in the previous Phase I bond release(SL-1), presumably because a relatively small <br /> quantity of soil remained in stockpile at that time. It appeared that a good initial stand of seeded <br /> vegetation had been established in the stockpile footprint area, and no problems were noted. <br /> 9 <br />
