- Colowyo has replaced topsoil in most of the East Taylor reclamation block
(approximately 50 of the 55 acres). They were working on replacing the remaining
topsoil at the time of the inspection. The topsoil was hauled by trucks, dumped and
spread with dozers and hauled and spread by scrapers. The use of scrapers has
caused considerable compaction to much of the north area of the reclamation
block. Although Colowyo has done some limited ripping, additional measures need
to be taken to alleviate the compaction of the topsoil caused by the scrapers. In
addition to alleviating compaction, ripping and roughening the surface will decrease
the amount of erosion that will result in this area. The two lower slopes (northern-most
and closest to the East Taylor Pond) are very steep and will need some means of
helping control runoff/erosion. The Division dug eight holes to verify the replacement
depth of the topsoil in the West Pit. The following chart shows the locations of the
holes and the topsoil depths. Currently, the average topsoil replacement depth for
topsoil is 8 inches. Based on the eight test holes, Colowyo has replaced an average
of 8.9 inches of topsoil in this portion of the West Pit. *Please see the picture/map at

General Mine Plan Compliance: - The 101 dragline was in the West Pit uncovering X-
Seam coal. It is not clear whether it will return to the East Pit to perform further
reclamation.
- The 102 dragline was down for a scheduled PM.
- The 103 dragline was working in the West Pit removing E-Seam overburden.
- The 114 shovel operation was in the South Taylor Pit box-cut removing B-1
overburden.
- The 115 excavator was on the upper edge of the South Taylor Pit box-cut (west side)
building a road for topsoil removal operations west of the current area (to complete
the box-cut). *See Pictures at the end of this report*
