Memo to Jared Ebert 2 October 2, 2009 <br />Review of Mining Setbacks Permit No M 1987-049 <br />Strain gauge installation and monitoring will require the cooperation of the pipeline owner. If such <br />cooperation cannot be secured, the DRMS would consider proposals for alternate monitoring methods. If <br />the applicant agrees to install the strain gauges and is able to gain the cooperation of the pipeline owner, <br />then an installation plan (number and location of strain gauge emplacements), a monitoring and reporting <br />plan, and a threshold criteria for mitigative action must be developed and submitted for DRMS review and <br />approval. A single strain gauge emplacement is adequate to monitor approximately 200 linear feet of <br />pipeline. Threshold criteria for mitigation can be developed by considering that maximum allowable <br />stresses in the pipeline should not exceed 50 percent of the pipeline steel specified minimum yield <br />strength. If the pipeline operator refuses to cooperate in the installation and monitoring of strain gauges, <br />then the applicant could put together a proposal to monitor the pipelines through the use of inclinometers, <br />extensometers, movement monuments, or similar devices, or could commit to a 100-foot minimum <br />mining setback from the pipelines. <br />enclosure(s) <br />cAacs files\My Documents 4-19-06 thru\bromley lakes setback review.doc
