ADDITION, REPROCESSING OF GREGORY TAILINGS BY GRAVITY SEPARATION TO RECOVER PYRITE IS <br />TECHNICALLY FEASIBLE. TO DETERMINE THE EFFECTIVENESS AND COST OF REPROCESSING, LABORATORY BENCH <br />SCALE STUDIES WERE CONDUCTED. THE RESULTS ARE SUMMARIZED IN THE DETAILED ANALYSIS OF REMEDIAL <br />ACTION ALTERNATIVES. <br />OMMARY OF INITIAL SCREENING <br />THE FOLLOWING ALTERNATIVES WERE CONSIDERED FOR REMEDIATION OF THE TAILINGS AND WASTE ROCK PILES: <br />- NO ACTION <br />- SLOPE STABILIZATION AND RUNON CONTROL <br />- CAPPING (WITH SOIL CEMENT OR SYNTHETIC LINERS) <br />- OFF-SITE DISPOSAL <br />- CHEMICAL FIXATION (WITH KILN DUST AND THREE PROPRIETARY AGENTS) <br />- REPROCESSING (FLOTATION OR GRAVITY CONCENTRATION). <br />VARIOUS OPTIONS UNDER EACH ALTERNATIVE WERE EVALUATED FOR EFFECTIVENESS, IMPLEMENTABILITY AND <br />COST. BASED ON THIS SCREENING EVALUATION, OPTIONS WERE SELECTED FOR DETAILED ANALYSES. THE <br />RESULTS OF THE DETAILED ANALYSES ARE PROVIDED IN THE NEXT SECTION. <br />#AE <br />DETAILED ANALYSIS OF REMEDIAL ACTION ALTERNATIVES <br />CONSISTENT WITH SECTION 300.68(H) OF THE NCP, THE OFFICE OF SOLID WASTE AND EMERGENCY RESPONSE <br />(OSWER) DIRECTIVE NO. 9355.0-19, AND OSWER DIRECTIVE NO. 9355.0-21, THE REMEDIAL ACTION <br />WERNATIVES REMAINING AFTER INITIAL SCREENING WERE FURTHER REFINED AND THEN SUBJECTED TO <br />AILED ANALYSIS. DETAILED ANALYSIS OF EACH REMEDIAL ACTION ALTERNATIVE ENTAILED EVALUATION <br />BASED ON THE CRITERIA DERIVED FROM THE NCP AND SARA. THESE CRITERIA RELATE DIRECTLY TO FACTORS <br />MANDATED BY SARA IN SECTION 121, IN PARTICULAR SECTION 121(B)(1)(A-G). THE CRITERIA FOLLOW: <br />- PROTECTION OF HUMAN HEALTH AND THE ENVIRONMENT <br />- COMPLIANCE WITH LEGALLY APPLICABLE AND/OR RELEVANT AND APPROPRIATE REQUIREMENTS <br />- REDUCTION OF MOBILITY, TOXICITY, OR VOLUME <br />- SHORT-TERM EFFECTIVENESS <br />- LONG-TERM EFFECTIVENESS AND PERMANENCE <br />- IMPLEMENTABILITY <br />- COST <br />- COMMUNITY ACCEPTANCE <br />- STATE ACCEPTANCE. <br />THE EVALUATION OF ALTERNATIVES REFLECTS THE MANDATE TO UTILIZE PERMANENT SOLUTIONS AND <br />ALTERNATIVE TREATMENT TECHNOLOGIES TO THE MAXIMUM EXTENT PRACTICABLE, AS SPECIFIED IN SECTION <br />121 OF SARA. <br />AWkSCRIPTION OF ALTERNATIVES <br />NO ACTION ALTERNATIVE: THE NO ACTION ALTERNATIVE ASSUMES THAT THERE WILL BE NO REMEDIATION OF <br />TAILINGS AND WASTE ROCK PILES.
