loadout area. These drainages have been designed to pass peak flows <br />• resulting from a 100-year, 24-hour storm event with a minimum of one (1) foot <br />of freeboard. In addition, they have been designed to remain stable under <br />all conditions of flow and to prevent significant additional contributions of <br />suspended solids to receiving drainages. <br />Where design flow velocities are below five (5) feet per second, post-mining <br />drainages have been designed with a vegetative lining to prevent erosion. <br />For any sections where flow velocities exceed five (5) feet per second, or in <br />any areas where intersecting drainages offer the potential for increased <br />erosion, EFCI has designed and sized riprap and bedding materials to protect <br />the channel, preserve its long term integrity, and prevent any significant <br />erosion. <br />Redistribution of Topsoil <br />Except for the coal refuse stockpile for which reclamation is an ongoing <br />activity, all mining related disturbance in both mine and loadout areas will <br />• be reclaimed utilizing soil materials stockpiled in existing topsoil <br />stockpiles. <br />Topsoil recovery thicknesses for mine and loadout areas have varied <br />significantly as described in Section 2.04.9. Soils Resource Information. <br />Variations in soil recovery thicknesses are due primarily to loss or <br />contamination of soil resources resulting from previous disturbance and the <br />presence of a rocky sub-strate in the "B" horizon which limits effective <br />recovery of associated soil resources. Given these limitations on topsoil <br />recovery thicknesses and associated volumes, EFCI's topsoil replacement plan <br />reflects similar variances in replacement thicknesses. <br />Topsoil recovery for the mine facilities area was limited, varying from 0.1 <br />foot due to previous disturbance and contamination in this area.
