Operator Response - Additional extension request for protection and disposal <br />September 22, 2009 <br />The Division responded on August 27, 2009, requesting UMC to re-run a sample of the ore using <br />the SPLP method. Additionally, the Division required UMC to document the ore stockpiles do <br />not have the potential to produce acid mine drainage. <br />UMC is proceeding with the covering of the 3-piles with visqueen, as discussed in the August <br />24, 2009 response. The material has been purchased and will be installed within the next several <br />weeks. This is a temporary measure to significantly reduce water infiltration into the stockpiles, <br />negating acid mine drainage potential from weather. <br />Additionally, UMC commits to the following as methods to keep the visqueen covered stockpile <br />storage to a minimum in terms of quantity or time, and provide adequate measures to prevent <br />release of contaminants. <br />• temporary storage of the existing material; no additional material added to the piles; <br />only minimal disturbances to the existing piles for maintenance <br />• ongoing maintenance and replacement as needed of the visqueen material <br />• perform SPLP analysis, as outlined in the Division's August 27, 2009 letter, of a <br />representative sample(s) from the stockpiles prior to removal and milling or disposal <br />of the material <br />• provide the Division with a material movement schedule based on SPLP testing <br />results demonstrating adequate measures to prevent release of contaminants following <br />disposal <br />• initiate removal of the material within 60 days following resumption of milling <br />operations <br />UMC requests a 30-day extension to complete covering the piles with visqueen. Pictures of the <br />covered stockpiles will be provided to the Division.
