III. COMMENTS - COMPLIANCE
Below are comments on the inspection. The comments include discussion of observations made
during the inspection. Comments also describe any enforcement actions taken during the inspection
and the facts or evidence supporting the enforcement action.
This was a complete inspection conducted by Kent Gorham of the Colorado Division of
Reclamation, Mining, and Safety (Division). This mine is in permanent cessation and
reclamation of most areas is complete. Ground conditions on this day were dry and the
weather on this day was partly cloudy and warm. George Patterson represented EFCI during
the inspection.
Availability of Records
The public copy of the mine records is kept at the Energy Fuels Coal Company office in
Florence. Specific details regarding the records inspection can be found on page 2a of this
report. All records were found in compliance.
Roads
Pages 2.05.3-40 and 41 identify and discuss light-use roads at the site. Some of these
roads are approved to be retained as permanent roads to support the post-mining land use.
One of these permanent roads is the road to the monitoring well MW-65. This road consists
of a well developed lower section, a ranch road that is well surfaced and easily passable in
most conditions. The upper section of this road is a two-track road that along most of its
length is nearly indistinguishable from the adjacent pasture (see below).
o-
3
