112 APPLICATION PAGE 8 OF 35 <br />0 Typical Sequence Of Operafions: <br />(1) The proposed paved access will be installed in accordance with Mesa County <br />requirements. The access will need to be improved before mining operations <br />begin. Mesa County will require the connection point of the access to 32.5 <br />Road be paved. The pavement section will include 0.04 acres and be <br />constructed with 4-inches of asphalt over 8-inches of Class 6, over 12-inches of <br />Pit Run. The remaining portion of the road will be covered with 8-inch thick <br />Class 6 including 0.15 acres. The culvert crossing will be improved with a 60-inch <br />reinforced concrete pipe. Outlet pipe will be installed for each of the mining <br />areas. See the mining plan for the locations. Each mining area will have a <br />settlement pond. The settlement ponds will be pumped at a rate of 0.6 cubic <br />feet per second. All other existing roads are currently located on site. Total <br />road improvements total 0.19 acres. <br />(2) Following the construction of the improved access. The area to be mined, <br />material stockpile areas, and processing areas will be stripped of the existing <br />top two to six inches of topsoil. During this phase only topsoil will be removed to <br />insure that it is not mixed with overburden in accordance with Rule 3.1.9. The <br />topsoil material will be stockpiled within the mining area along the top bank of <br />the proposed reclamation ponds' perimeter. Until the edge of the pond is <br />constructed topsoil will be temporarily stockpiled within the mining area. <br />Storage of overburden and other mining products will not be permitted in areas <br />of topsoil stockpiling. Topsoil stockpiles shall be built at 3:1 slopes maximum to <br />prevent slope failure. Stockpiled topsoil that is not disturbed for 12-months shall <br />• be seeded with yellow sweet clover at a rate of 3-pounds of seed per acre. <br />Herbicides will be applied annually to control weed growth on any topsoil <br />stockpiles. The area to stripped topsoil area will be no larger than 4 acres in size <br />at one time. The total volume of stockpiled topsoil for the entire site includes <br />approximately 24,000 cubic yards. <br />(3) Next, the overburden in the excavation pit area will be removed. The <br />overburden high wall area is anticipated to be approximately 400-If long and <br />12-ft tall. The overburden will typically be hauled and used as backfill material <br />along the perimeter of the respective reclamation ponds. However, until a high <br />wall area is constructed, the overburden material will need to be temporarily <br />stockpiled until the area has been mined and is ready for backfill. Overburden <br />removal operations will occur slightly ahead of the sand and gravel high wall <br />area to minimize overburden from sloughing off into active sand and gravel <br />high wall area. <br />(4) The sand and gravel materials to be mined are expected to be located at and <br />below the groundwater table elevation. Therefore, in order to mine the sand <br />and gravel and place the backfill material in the previously mined areas, the <br />excavation pit area will need to be dewatered. Portable pumps will be used to <br />dewater this area, and they will be moved as the mining progresses across the <br />permit area. The pumps will discharge the groundwater into a settlement pond <br />that will be located in each of the respective mining areas (see mining plan for <br />locations). Once the groundwater enters the settlement pond, it will percolate <br />and recharge back into the water table or be discharged with a pump into the <br />•
