III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> • Ponds 1, 2 and 3 were dry, but there was dried mud on the bottom of all three, criss-crossed <br /> with mud cracks. Pond 4 was dry, and the bottom was covered with tall grasses. There was <br /> no indication that water has been impounded in this structure. Bin wall impoundment <br /> structures for Ponds 1-4 appeared to be stable and functioning as designed. <br /> • The West Ridge sedimentation pond was dry, but the bottom was covered with deeply- <br /> cracked mud, indicating that water had been impounded earlier this season. Pond slopes <br /> were stable, and covered with vegetation above the normal water line (Figure 4). Primary <br /> and emergency spillways were clear (Figure 5), as was the ditch that flows eastward from <br /> the pond spillway. <br /> • Reclaimed surface drainage, including the riprapped channels (Figure 6), at the East Mine is <br /> in general conformance with Map 6A-5D of Volume 6A of the permit application package. <br /> Ditches will be studied in greater detail during a future inspection. <br /> Culvert Pipes, as labeled on Map 8-1 - "Drainage Plan &Topsoil Storage Areas" <br /> • "A" has been removed and replaced with an open ditch. <br /> • "B" has been removed. <br /> • "C" has been removed or sealed with the reclamation of the crushing and screening bench, <br /> and replaced by the lower portion of the riprapped channel. <br /> • "D" has been removed or sealed. <br /> • The inlet and outlet of "E" were clear. <br /> • The outlet end of "F" was clear, but the inlet appeared to be buried. Straw bales were <br /> placed in the ditch at the approximate location of the inlet. <br /> • "G" has been removed and replaced by an open ditch with erosion BMPs in place. <br /> • "H" has been removed or plugged. <br /> • "I" remains in place; the inlet had been recently cleared and the outlet was protected from <br /> the reclaimed side slope of the roadway with straw bales. <br /> • "J" remains in place. <br /> • "K" has been removed or sealed. <br /> • The inlet for "L" is protected with concrete slope paving. The drop inlet in the middle was no <br /> longer visible. Basil Bear explained that it had been covered over with a steel plate, and <br /> backfilled with the realignment of the haul road curve. <br /> • "M" has been removed or sealed, replaced by the upper portion of the riprapped channel. <br /> • "N" was clear at both the inlet and outlet ends. <br /> • "N 1" includes twin culverts on the northwest corner of the West Ridge waste pile. The inlets <br /> were completely blocked with sediment, and the outlets were approximately 90% obscured. <br /> Basil Bear said these culverts had been inadvertently missed during the reclamation, but <br /> would be removed shortly. <br /> • The ditch and inlet to "O" had been recently cleaned. The outlet was clear. <br /> • "P" has been removed or sealed. <br /> • "Q" continues to carry flow to the West Ridge sedimentation pond. <br /> • Inlet and outlet ends of "R" were clear. <br /> Backfill & Grading <br /> • Backfill and grading operations are essentially complete for reclamation of the East Mine. <br /> The reclaimed slopes have been roughened by using an excavator bucket, and there was <br /> Bowie No. 1 Mine C-1981-038 19-21 Aug-2009 <br />
