matter greatly increases the absorption and retention of moisture and nutrients for <br />plant growth. The topsoil on site will vary from 5 inches to 7 inches depending on <br />the surface soil type. The overburden will also vary between 15 inches to 60 <br />inches. The operator will salvage all of the topsoil on site and enough overburden <br />containing any organic matter for use in the reclamation process. The operator <br />commits salvage all available topsoil and use it for reclamation. <br />8.) The stormwater will be controlled by contouring the surface to direct all water to <br />the pit floor and flow to the west end of the pit where it will be intercepted by <br />the detention pond that will be maintained as stated previously in this text. <br />There it will percolate into the sub grade with-in 72 hours. The contours <br />and/or earthen berms will not exceed 24 inches deep or higher than 24 inches. <br />9.) No explosives will be used in conjunction with this mining operation. <br />A Geotechnical Stability exhibit is not included in this adequacy review due to the <br />inherent stability of the shale formation natural solidity. Blasting is not needed <br />when mining this deposit. <br />Rule 6.4.5 Exhibit E - Reclamation Plan <br />10.) The mining plan has changed and is discussed in item #6 of this narrative. <br />As stated a timeline in this pit is very hard to determine. The pit is worked <br />seasonally for projects in the vicinity. The projects vary in scope some can be <br />relatively large when those projects occur mining will become vigorous and <br />consume large quantities of product. During these times the mining and <br />reclamation will be done concurrently and more than one Phase will be affected. <br />Reclamation will begin as soon as possible such has mining on a 3h: Iv or flatter <br />slope and landscaping the final contours when mining seeding will be done as the <br />seasons warrant per the NRCS recommendations. <br />11.) The topsoil replacement to be spread over the site will be between 6 inches to 8 <br />inches. The salvaged topsoil will be adequate to cover the affected area to this <br />depth. Overburden will be used to backslope the highwall to the 3h:Iv or flatter as <br />per the permit requirements. This Reclamation Plan will be followed in order to <br />have the pit used as rangeland as a post mining use. <br />12.) The entire pit will be reclaimed not just an area of 25 feet x 300 feet x 400 feet. <br />The reclamation will be concurrently done as mining proceeds through out the <br />life of the mine. When a phase is completed seeding will be done as per the <br />NRCS recommendations the next appropriate time of year to enhance the chance <br />of the seed to become established. <br />13.) The Natural Resources Conservation Service (NRCS) has given a GRASS <br />SEEDING PLAN ON FORM CO-ECS-S dated 12/99 please see the attached <br />form as supplied by Mr. Tony Arnold the assigned conservation planner.
