direction and rate of slope of all reclaimed lands. Please submit a reclamation map with the <br />appropriate contour lines indicating the expected physical appearance of the lands surrounding <br />the backfilled area and "wetlands" of Cell No. 2. <br />11.) Similar to the above item, the proposed topography of the reclaimed expansion area does <br />not seem to coincide with the mining and reclamation plan. According to the mining plan, <br />phase 12 will be mined and backfilled first. The goal was to backfill phase 12 to near the <br />original grade and slope the land to the west with the subsequent mining phases similar to the <br />current topography of the site. However, the elevation of the of the land adjacent to Brighton <br />Road on the reclamation plan map indicates that it would be backfilled to an elevation of 4985 <br />feet which is 15 to 20 feet below the current grade. Also, the reclamation map indicates the <br />backfilled land rises in elevation to 5000 feet to the top of the ditch as one travels west toward <br />the ditch from Brighton Road. This is contrary to the proposed reclamation plan. The <br />information submitted for Exhibit L would indicate that there may be a deficit of material to <br />backfill the remaining mining phases leaving a western aspect slope toward the ditch. Please <br />re-draw the proposed contours of this area to coincide the mining and reclamation plan. <br />12.) In regard to item #6 above, please highlight the areas where each of the proposed seed <br />mixtures will be used. <br />13.) There is a line around the ARA properties indicating a slurry wall will be installed around <br />these parcels? Is this the case? If so what will be the purpose of this slurry wall? <br />Exhibit G <br />14.) The Water Information Map submitted with the original permit application indicates that <br />there are a number of wells not only east of the expansion area but also adjacent to the Phase <br />18 area. There does not appear to be a monitoring well near this location. When it comes time <br />to mine this area, the ground water elevations will need to be monitored at this location and <br />compared to base-line data. Please submit a plan for monitoring ground water elevations near <br />Phase 18 during mining and how base-line data will be obtained. <br />15.) For Item #21, you outlined a brief ground water monitoring program for the mining <br />operation. In order for the Division to analyze the operations impact on the surrounding water <br />level, you will need to submit annual reports from the groundwater data that is collected <br />throughout the year. All monitoring data will need to be submitted to the Division in the <br />Annual Reclamation Report. If the water level drops below the five foot trigger point you will <br />need to notify the Division within 24 hours of the occurrence, with a plan to mitigate the <br />disturbance. <br />16.) Item #26 states that a Nationwide Permit 46 will be obtained from the Army Corps of <br />Engineers to relocate the McCanne Ditch. Please commit to not disturbing the McCanne Ditch <br />and relocating it until the permit is obtained and a copy submitted for the Divisions files.
