Colowyo C-1981-019
18 August 2009
Pg 6/9
Backfilling and Grading (cont.): - Colowyo has not performed any additional
reclamation on the highwall area of the East Pit. In the past they have performed
reclamation with the 101 dragline. It was indicated that they may run the 101 for a
number of shifts in the coming months.
- There is a network of haul roads that have been cut into the spoils above the 2009
reclamation block. These roads are in place for the tramming of equipment, as
necessary, and the hauling of topsoil. All of these roads are considered in-pit roads
for the purposes of permitting. It is anticipated that these roads will remain until the
East Pit reclamation is completed (they will be removed sequentially as their
respective reclamation blocks are backfilled and graded).
- Colowyo was and has been working on reclaiming the lower-most portion of the
Taylor Creek area just above the East Taylor Pond for the last several months. The
work is being performed by the 102 dragline and a DI dozer (the dragline was
swinging on 18 August 2009 but was down for PM on 19 August 2009). Ryan stated
that the dragline would probably be in there for two more weeks. Colowyo is
reclaiming approximately 41 acres this year. The total amount of area that is
scheduled to be reclaimed in 2009-2010 is approximately 93 acres (see map 29 -
Spoil Grading). The remaining 2009-2010 reclamation is in the Taylor Creek drainage
as well, just to the south and topographically above this area. Colowyo is doing a
nice job of tying in this reclamation to the undisturbed area on the west side of the
drainage. They are stockpiling rocks to construct the lower portion of the Taylor
Tributary Ditch. The runoff from this reclamation will report to the East Taylor Pond.
The runoff above the new 2009 reclamation will still flow into the West Pit. *See the
pictures at the end of this report for the West Pit reclamation*
Topsoil: - Colowyo has replaced some topsoil in the East Pit reclamation in the area
on both sides of the Prospect ditch. Colowyo hauled in the topsoil with trucks,
dumped it into smaller stockpiles around the area and will spread it with dozers. The
depth of the topsoil replacement is required to be eight inches. The depth of the
topsoil replacement will be verified in the field when the topsoil replacement in the
East Pit has been completed. Colowyo has stockpiled additional topsoil in the Final
East Pit Ditch area for spreading once the backfilling and grading in this area has
been completed. The topsoil depth for this area is also required to be eight inches.
There is one small area in the East Pit just south and east of the Prospect Ditch that
did not have topsoil replaced. Colowyo needs to replace topsoil to this area.
Additionally, Colowyo has committed to ripping the topsoil on contour after
placement. In the area on either side of the Prospect Pond, where the topsoil has
been replaced, it looks like the area was ripped. The ripping, however, appears to
go up and down the slope rather than on contour. This will give runoff a perfect
place to flow and will cause extensive rilling and gullying. This area will need to be
ripped on contour. *See the pictures at the end of this report for the area that needs
to have topsoil replaced and the ripping up and down the slope.*
