SUBJECT: Roadside Portals SL-05 RCE

Attached is the reclamation cost estimate for the Roadside Portals Partial Phase II/III
Bond Release SL-05. The estimate is six tasks, including the summary sheet, and
represents a liability decrease of $10,174.00. The Division's calculated release amount is
slightly more than the amount requested by Snowcap Coal (of $10,073.00). The reason
the Division's estimate is slightly more is because the Division has given Roadside credit
for "Job Superintendent" hours for the removal of the railroad tracks and ballast (5 hours
at $39.38/hour). Although this was not specifically included in the included Roadside
estimate, it is correct to include it in the estimate.
Based on my review of the application, inspection report, my conversations with you and
the reclamation cost estimate calculation, the Division can propose a decision to approve
the entire $10,073.00 requested by Snowcap Coal.
