//I. COMMENTS - COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during <br /> the inspection. Comments also describe any enforcement actions taken during the inspection and the <br /> facts or evidence supporting the enforcement action. <br /> This was a partial inspection conducted by Kent Gorham of the Division of Reclamation, Mining and <br /> Safety( DBMS). Doug Nolte of Mountain Coal Company represented the operator. Ground <br /> conditions were dry and the weather was clear and warm. The primary purpose of the inspection was <br /> to discuss and review on-the-ground subsidence monitoring measures as required by the approved <br /> permit. <br /> Shims and Markers <br /> Due to the inherent dangers resulting primarily from rockfall, the operator is required to post sips <br /> along key sections of roads, especially those roads on Forest Service lands that may be used by the <br /> public. The operator has posted signs like the one shown below,to warn travelers of potential hazards <br /> due to rockfall and/or cracking of the road surface. This sign was located in the Sylvester Gulch <br /> watershed. Additional signs like this one are required along the Dry Fork drainage in the future as <br /> longwall mining progresses into the South of Divide watershed in panels E2-E9.
