SPRING CREEK PIT MINING PLAN <br />Spring Creek Pit, operated by Oldcastle SW Group, Inc. dba United Companies of Mesa <br />County, is located approximately one-quarter mile west of 61.75 Road and one-half mile <br />north of La Salle Road in Montrose County, Colorado. The Spring Creek pit is in <br />operation Monday through Saturday, from 7:00 AM to 6:00 PM. <br />United Companies has obtained a Special Use Permit from Montrose County, which <br />allows the pit to expand into two adjacent, northern parcels. Although the gravel pit will <br />encompass an increased area, the expansion is not anticipated to increase operations or <br />generate any additional vehicle traffic. Rather, the expansion will allow the pit to remain <br />in operation for a longer duration of time. The current Spring Creek Pit encompasses <br />approximately 103 acres. The two adjacent expansion sites will increase that by 97 acres, <br />for a total of approximately 200 acres. <br />Since 2001, the average production for the Spring Creek Pit is 258,588 tons per year with <br />the high year being 367,222 and the low year being 167,543. The anticipated annual <br />production of the expansion sites is expected to be the same. Mining will occur in five <br />distinct twenty-acre phases, in which approximately five acres will be disturbed at any <br />given time. Each phase is expected to last approximately three to five years. Ingress and <br />egress to the site will be through the drive south of LaSalle and approximately one- <br />quarter mile east of 6100 Road. No additional ingress or egress points are proposed. <br />Loaders and/or scrapers will be used to remove the approximate one foot of topsoil. The <br />topsoil will be revegetated to prevent erosion and stockpiled for use during reclamation. <br />After the topsoil has been removed, scrapers and loaders will be used to excavate the <br />approximate one to three feet of overburden. Overburden will be used to create a five <br />foot berm along the perimeter of the property. The berm will serve to mitigate the visual <br />impact of the operation. Water will be used as needed to control dust. Overburden will <br />be used during reclamation for backfill material. Raw material will be excavated using <br />loaders and dozers and taken to the processing and staging area for crushing, screening <br />and storage. Sand and gravel will be stored according to size. <br />Loaders will be used to load product onto trucks, which will be routed to La Salle Road. <br />Approximately 75 to 90% of traffic will proceed east on La Salle Road to Highway 50. <br />Trucks will only travel west in the event of deliveries to the residential areas. <br />SCHEDULE OF OPERATIONS <br />Per the Montrose County Zoning Resolution, all operation will be in conformance to the <br />Gravel Mining Mitigation Standards found in Section C.
