In February 2008, WFC chose to withdraw the technical revision, in order to <br />address the various concerns in a more comprehensive revision to be submitted at a later date. <br />TR-56, approved by the Division on May 7, 2008, incorporated as-built designs for Sediment <br />Ponds 011 and 013 into the permit. <br />TR-57 was submitted by WFC on March 28, 2008 in response to the Division's request to <br />immediately address handling and storage of prime farmland soils found to exist within the <br />permit area. The proposed decision to approve this revision was issued on March 4, 2009. The <br />TR-57 application was submitted primarily to identify prime farmland soils within portions of <br />the New Horizon permit area, to revise soil handling practices to conform with prime farmland <br />requirements where applicable, and to address other revisions to the soil salvage and replacement <br />plans as warranted to ensure compliance and achievement of reclamation plan objectives. The TR-58 application <br />incorporated a new reference area to be used for irrigated pasture success comparison (replacing <br />the previously approved technical standards for irrigated pasture). The revision also addressed <br />revegetation sampling methods and quantitative methods for demonstration of revegetation <br />success, applicable to irrigated pasture postmining land use areas. <br />Minor Revisions <br />MR-64, approved September 15, 2003 updated Ownership and Control information. <br />MR-65 was approved on February 17, 2004 and incorporated updates to the Revegetation <br />section of the permit. <br />MR-66 was approved on March 31, 2004. In-pit drill hole locations were updated to increase the <br />level of confidence in coal reserves. <br />MR-67 updated Ownership and Control information, and was approved on November 15, 2004. <br />MR-68, approved on February 8, 2005, updated land ownership information within the permit <br />area. <br />MR-69 was approved on May 24, 2005; it allowed the drilling of 14 exploration holes in <br />advance of the existing pit. <br />MR-70 incorporated Pond 012 as-built information into the permit and was approved on May <br />23, 2005. <br />6
