4. Woody plant density - Not applicable to irrigated pastureland, irrigated <br />hayland, or dryland pasture reclaimed areas within the New Horizon Mine 2 <br />area, for the same reasons discussed under "Species Diversity", above. <br />Woody plant establishment is not desired by landowners within the permit <br />area, and would not be compatible with the proposed agricultural land uses. <br />The Division proposes to approve these techniques (4.15.7(1)). <br />E. In order to demonstrate that revegetation success criteria of 4.15.8, 4.15.9, and <br />4.15. 10 have been met, the following success standards will be used: <br />New Horizon Mine 1: <br />Cover Dryland Pasture reclaimed areas will be compared to the established <br />r% <br />Ura?__ __ll Pasture reference area located 1___?_? on Nucl 1a Airport !'1 <br />property. Cover <br />standards are not applicable to the Irrigated hay cropland areas. <br />2. Production - Dryland pasture reclaimed areas will be compared to Natural <br />Resources Conservation Service potential productivity value (technical <br />standard) for Shavano (5001bs./ac.) soil series. Irrigated hay cropland success <br />standard is 2,710 pounds per acre, based on a premining data derived technical <br />standard3. Species diversity - Diversity/seasonality criteria are not applicable to the <br />irrigated hay cropland and were waived for the dryland pasture land use type. <br />4. Woody plant density criteria are not applicable to the Dryland pasture and <br />irrigated!, hay cropland. <br />New Horizon Mine 2: <br />Cover - The success standard for irrigated pasture is based on comparison of <br />reclaimed irrigated pasture areas to an irrigated pasture reference area <br />approved in TR-58 in 2009. The reference area is located immediately to the <br />east of the NH-2 permit area block on land owned by WFC (see permit Maps <br />2.05.4(2)(e)-1 and (e)-2, for reference area location, boundaries, and NRCS <br />soil type delineations). Successful cover establishment will be demonstrated <br />by statistically valid demonstration of reclaimed area/reference area <br />comparability, in accordance with applicable requirements of Rule 4.15, and <br />as described under Irrigated Pasture Success Standards, beginning on page <br />2.05.4(2)(e)-19H of the permit application. <br />The success standard for dryland pasture is based on a cover comparison with <br />an established dryland pasture reference area located on property at the Nucla <br />Airport. ; The Airport Dryland Pasture Reference area is described beginning <br />on page 2.05.4(2)(e)-22 of the permit application.
