Also what methods will be used to stabilize the <br />topsoil while it is stockpiled. Also, locate both the topsoil and overburden stockpile locations on <br />the mine plan maps. <br />Please clarify; the proposed maximum amount of disturbance at any one time. The statement <br />provided in the mine plan does not give enough information to accurately calculate a <br />reclamation bond estimate. <br />• The Mine Plan states that the groundwater will be trenched directly to the Gunnison River. <br />Please locate on the mine plan map where all required trenches will be located on the Mine Plan <br />maps. Also, please provide a description on what erosion control methods will be implemented <br />to prevent scouring of the outfall of the channels. All mine related water control structures must <br />be included in the permit area. <br />3. EXHEBIT E - Reclamation Plan (Rule 6.4.5): Please provide clarification for the following items: <br />• Please clarify, at what point in the mining plan and to what depth overburden will be replaced <br />and what methods of compaction will be used for the pond slopes. <br />• Explain how the seedbed will be prepared to eliminate compacted conditions. <br />• Please state the proposed application rates for nitrogen and phosphorus. <br />• Specify the reclamation treatment of ditches and sediment control facilities. These features must <br />be shown on the Exhibit F map. Also, describe the measures taken to minimize disturbance to <br />the hydrologic balance, prevention of offsite damage, and provide for a stable configuration <br />consistent with the proposed future land use. <br />4. EXHIBIT F - Reclamation Map (Rule 6.4.6): Please provide a revised map(s) that includes <br />clarification for the following items: <br />• Show the configuration of the five proposed mine phases and clearly label the permit <br />boundary and be sure the map has a scale. <br />• State the average thickness of replaced overburden and topsoil by reclamation area or <br />phase. <br />• Per Rule 6.2.1(2)(b), all maps must be prepared and signed by a registered land <br />surveyor, professional engineer or other qualified person. Please sign all revised maps <br />before submitting to this office. <br />This is a preliminary review. Other issues may arise from other agency comments, and as more information is <br />supplied. Also, a review has been completed by the staff engineer and is enclosed with this letter. This application <br />cannot be approved until all issues brought forth by Division staff are adequately addressed. Please submit a response
