The boundary <br />of the tributary area that is subject to effluent limitations is the same as the site boundary. <br />Description of Potential Pollutant Sources/Material Inventory <br />Potential pollutant sources at the Church McKay site include: <br />• mined areas, <br />• haul roads and <br />• Processing area. The processing area located at the southern end of the property may <br />include material processing, material storage in the form of stockpiles as well as <br />equipment storage, vehicle maintenance and refueling. <br />Detergents, pesticides, herbicides and fertilizers will not be stored on-site. In each case where <br />stormwater pollution potential exists, Hall-Irwin will implement structural controls or other preventative <br />measures to prevent erosion or sedimentation of wetlands and waterways located downstream. <br />Stormwater Quality Controls <br />The goal of this SWMP is to improve water quality by minimizing the pollutants in stormwater <br />discharges. Hall-Irwin will utilize the following controls to achieve this goal. These controls are <br />considered best management practices and they have been found to effectively control the migration <br />of sediment or other pollution sources off-site. Refer to Figure 2 for the location of specific structural <br />stormwater quality controls and Figure 3 & 4 for Best Management Practices details. <br />Materials Handling and Spill Prevention <br />On-site fuel storage is anticipated. A secondary containment device or berming will be used to <br />prevent leaks and spills from entering stormwater runoff. In addition, a Spill Prevention, <br />Control and Countermeasures (SPCC) Plan will be implemented as required by State <br />regulation or federal statute. <br />Vehicle maintenance is accomplished on a mobile basis. Hall-Irwin has a service truck that <br />services equipment on-site. The truck is equipped with a pump and a recycle tank. The <br />contents of the recycle tank are disposed of off-site. The truck is also equipped with a spill kit <br />in the event of an accidental release. <br />Portable latrines may be used near the mine face. Portable latrines will be secured from <br />tipping over and will not be in any stormwater flow paths at the site. <br />Erosion and Sediment Controls <br />Hall Irwin may employ the following structural site management practices. <br />Paving - Recycled asphalt or road base will be uses as temporary pavement on the internal <br />access/haul roads. <br />Temporary or permanent diversions of clear water- Clear water generated from upstream <br />areas will be redirected around disturbed areas to minimize silt introduced into the <br />downstream wetlands and waterways. <br />Hall-Irwin Corporation's Church McKay -2• July 2008 <br />Stormwater Management Plan
