This Technical Revision is to add a portable Concrete Batch <br />Plant as one of the allowed activities on the mine. The location <br />of the batch plant is shown on the revised Mining Plan Map. The <br />Concrete plant will remain on the site as long as there is a need <br />for concrete in our market area. Being a Portable Plant, it has a <br />limited amount of permanent foundation that will need to be removed <br />to complete reclamation. There were 290 yards of concrete support <br />structure and pads poured when the plant was installed. These <br />would have to be removed to reclaim the site. <br />The concrete truck haul route from the batch plant to the DOE <br />west access road is an internal road shown on all three permit <br />areas and will be reclaimed when mining is completed. This road is <br />used by each permittee for access across their respective permits. <br />The section on this mine is 1250 feet long and 18 feet wide. It <br />has recycled asphalt grindings on it to control dust. Attached is <br />a 1988 photo showing the road was in place more than 17 years <br />before the Rocky Flats Permit was issued. Looking at the Reclama- <br />tion Plan for each permit shows that the road was planned for and <br />the intent is to remove it when reclamation is complete. <br />Mr. O'Brian also researched the roads and found that according <br />to Church Ranch records the southern road has been used continu- <br />ously since 1938 to access the clay mine. Attached is a 1979 photo <br />showing the road existed before permitting began on the Rocky Flats <br />pit. That the road from Hwy. 93 to the mine entrance is owned by <br />Church Ranch, the road north along the west side of the Bluestone <br />permit is an old DOE security road and the roads accessing the <br />mines will be reclaimed under one permit or the other. To put them <br />in the Rocky Flats Pit permit would require revising 3 permits and <br />then how would we handle the access issue for the other two mines. <br />As you noted, our current bond is $550,931. We concur with <br />your assessment, even if we add the minor amount of concrete <br />demolition need for the batch plant and added road reclamation that <br />the bond is still adequate. <br />Attached is a check for $ 216.00 for the Technical Revision <br />fee.
