EEK MINE, C2009-087 <br />The following memo records my observations and photos from the DRMS's pre-operational meeting and <br />inspection for the Peabody Sage Creek Mine Application, C2009-87, conducted on August 13, 2009. <br />We began at Twentymile Coal Company's office at the Foidel Creek Mine. In attendance were: <br />Roy Karo, Jay James and Brian Dunfee of Seneca Coal Company, <br />Mike Ludlow (Mine Manager), Jerry Nettleton, Scott Cowman, Joe Shoemaker, Rocky Thompson, and <br />Will Dennis of Twenty-mile Coal Company, and <br />Dan Hernandez, Dan Mathews, Tom Kaldenbach and Janet Binns of CDRMS. <br />Dan H. started the meeting with an explanation of why DRMS wanted an onsite meeting. A large concern <br />the Division has is clearly defining what portion of the mine remains in a reduced Seneca II permit, and what <br />portion of the mine and associated permit is transferred into the new Peabody Sage Creek permit (PSC). <br />DRMS is currently reviewing the PSC permit application. The Division want to see the permit area <br />boundaries in the field and have an on the ground understanding of the drainage area pertinent to the two <br />permitted mines, and observe the Wolf Creek Pit Pre-law area that was not blond released during Seneca II <br />Mine's SL2. <br />SL4 bond release application is requesting Phase I bond release on the East Wadge Pit that was excluded <br />from the SL1 bond release decision. Jay James provided copies of the Seneca II Reclamation Cost Estimate. <br />Jay stated that the tasks are broken out that summarize the remaining tasks associated with the proposed <br />reduced Seneca II permit, and the reclamation tasks associated with the area to be transferred to the PSC <br />permit. <br />Peabody/Seneca Coal Company has reacquired the old Seneca II facilities and warehouse area. This will <br />allow PSC to be able to re-use these facilities and subsequently need to construct fewer new structures for <br />PSC. PSC has also found that they may be able to reduce the depth needed for the portal excavation which <br />will reconfigure the portal area excess spoil pad and portal facilities. Jerry indicated that PSC will be <br />submitting revised plans to the Division. This change will also eliminate the need to fill in the Pecoco pond. <br />Jerry also inquired as to what documentation will be needed to respond to USF&WS concerns about <br />reinitiating Wildlife monitoring.
