OTHER PERMITS AND LICENSES <br />The mine operated under Colorado Mining Permit #77-300, Colorado Discharge Permit #CO-0001-244 and <br />Radioactive Materials License number CO-369-03S. <br />(a) Colorado Mining Permit #M-1977-300 <br />The mine permit (M-1977-300) was issued by the State of Colorado in 1977, and covers 57 acres of Section <br />25. The permit disturbance boundary covered by the permit is shown in Figure 2-2. <br />(b) Colorado Discharge Permit #CO-0001-244 <br />Discharge Permit #CO-0001-244 was issued by the Colorado Department of Public Health And <br />Environment, Water Quality Control Division for the Schwartzwalder water treatment plant. The plant <br />treated mine water to remove uranium and radium prior to discharge into Ralston Creek. The Discharge <br />Permit was renewed for the fifth time on April 1, 2005 and is effective through March 31, 2010. Most of <br />the wastewater treatment plant has been removed, however, the existing wastewater treatment system <br />consists of a 120,428 gallon concrete holding pond, and two aboveground water storage tanks. The tanks <br />have overflow pipes leading back to the pond. There are three in-line ion-exchange columns. The first two <br />columns remove uranium and the third one is for the removal of radium and metals. There is a third <br />uranium column on stand-by. The columns are taken to the Canyon City site for uranium, radium and <br />metal stripping. This facility has not discharged since June 30, 2002. <br />(c) Radioactive Materials License number CO-369-03S <br />The Radioactive Materials License #CO-369-03S was issued by the CDPHE Hazardous Materials and <br />• Waste Management Division and is valid for five years. The permit had been renewed every five years <br />since it was first issued. The Radioactive Materials License is still in effect, although no mining has taken <br />place since 2000 and no discharge has occurred since 2002. The terms of permit renewal have been <br />discussed between CDPHE and Cotter, however, the renewal is currently in abeyance because the <br />Schwartzwalder Mine is nearly decommissioned and reclamation is approaching completion. <br />No other air, water quality, or solid and hazardous waste permits are in effect for the reclaimed <br />Schwartzwalder Mine. The Schwartwalder does not currently use, handle, store, or disposal of designated <br />chemicals. No acid mine drainage-forming materials exist within the permit area. <br />(d) Air Quality Permits <br />Two air permits are currently active: (1) 9700337F and (2) 85M0184-ZP. <br />E <br />4109C.090807 Whetstone Associates
