Clay Pit No. 21 <br />EXHIBIT E <br />Reclamation Plan <br />1. The Clay Pit No. 21 (Excavation Zone) will be approximately 6.0 acres of clay <br />materials and it is expected to average four feet thick, containing roughly 39,000 cubic <br />yards of clay for use on Moffat County's road maintenance projects (see Exhibits B, C-1 <br />& D). The Free-use Permit will be a lease containing 18.498 acres, all of which may have <br />the potential of being disturbed during the lifetime of the mine. Moffat County does not <br />expect the two-track road, and the area north of it, to have more than minor disturbance, <br />if any. It will be easy to mine the Excavation Zone, which will be from 1 foot to about six <br />feet in depth, with the average expected to be about 4 feet. The shaded area on Exhibit F <br />represents the excavation pit after it has been sloped and graded. The solid boundary line <br />around the easterly side of the pit represents a possible 3 to 1 slope or flatter. The dashed <br />line is the approximate line where the floor of the pit will daylight to the original ground. <br />Where it is practical to do so, Moffat County will grade, re-apply the topsoil, and <br />seed the affected area immediately after mining, however, this is a very small pit, and the <br />more practical plan would be to wait until the materials have been removed to grade and <br />reclaim the affected area. Moffat County expects this pit to be active for at least twenty <br />years. <br />2. The post-mining use of the land will return to the pre-mining uses for livestock <br />and wildlife grazing. Reclamation will proceed according to this proposed Reclamation <br />Plan. <br />3. The maximum gradient of the reclaimed slopes will be 3:1 (Horizontal to <br />Vertical). All grading shall be done in a manner to control erosion and siltation of the <br />Affected Lands, and to protect the areas outside of the Affected Land from slides or other <br />damage. All high-walls shall be eliminated. <br />4. The topsoil occurs at an average depth of 4-8 inches and it will be replaced <br />accordingly. <br />5. Moffat County's experience tells us that the best times for seeding are in the <br />spring and fall. <br />6. The Operator will use the seed-mix specified in Exhibit E-2, and this formula will <br />not be modified, or amended without consultation with the BLM and the Division of <br />Reclamation, Mining and Safety. <br />7. In areas of one acre or more, the seed-mixture will be drilled into the soil and <br />harrowed after application. (In smaller areas the seed will be broadcast onto the soil at <br />twice the recommended rate for drilled application and then raked into the soil).
