• PROPOSED DECISION <br />in accordance with Rule 3.03 of the Regulations of the Colorado Mined Land Reclamation Board <br />for Coal Mining, this document constitutes written notification of the Division of Minerals and <br />Geology's (Division) decision to approve a Phase I bond release (SL-04) at the Golden Eagle <br />Mine (permit #C-81-•0.13) permitted and operated by Basin Resources, Inc. (BRI). The parcel of <br />land included in this bond release is 1.2 acres of reclamation associated with the NW -1 ventilation <br />shaft located in the W1/2 NE114, Section 19 T33S R67W. This area is generally located at the <br />northwest corner of the intersection of County Road 233 and Highway 12 about 25 miles west of <br />Trinidad, Colorado. The rationale for this approval is as outlined below. <br />BACKGROUND <br />The Golden Eagle Mine is a reclaimed, underground mine that is permitted and operated by Basin <br />Resources, Inc. The mine is located in Las Animas County, approximately 4 miles west of the <br />town of Weston, in portions of sections 15•-22 and sections 27-34, T33S R67W. The mine ceased <br />coal production on December 31, 1995. Structure demolition and site reclamation were <br />conducted during 1996 and early 1997. Approximately 59 acres were disturbed and reclaimed at <br />this site. <br />• In order to urine longwall panels north of Highway 12, a ventilation shaft, the NW- 1 vent, was <br />constructed on the southwestern corner of the block of longwall panels north of the highway. <br />This vent shaft was an exhaust shaft, also referred to as a bleeder fan in previous written findings• <br />Facilities constructed, other than the shaft opening itself included an access road, substation, <br />power poles, and buildings and housing for the fan apparatus. <br />C7 <br />This bond release request (SL-04) requests a Phase I bond release for the NW -1 ventilation fan <br />site and access road, as shown on the map titled "Northwest Airshaft -- Phase I Bond Release" <br />
