wll 1 <br />Rule 4.03.1(3) - Haul Roads - Design and Construction <br />5. In the TR-76 responses Colowyo states that approximately 36,000 cubic <br />yards of topsoil will be removed from the roadbed and the shoulders of the South <br />Taylor Haul Road. Additionally, Colowyo has indicated that topsoil from the <br />South Taylor Haul Road would be windrowed to the west of the road. Rule <br />4.03.1(3)(e)(xi) requires that topsoil be removed and stored in accordance with <br />Rule 4.06.3. The Division does not recognize windrowing topsoil as a proper <br />long-term removal and storage technique. Several smaller, defined topsoil <br />stockpiles along the haul road corridor would be acceptable if they are properly <br />seeded and protected from further disturbance. Please provide the division <br />with a more detailed plan for the removal and storage of topsoil from the <br />South Taylor Haul Road. Please include the location of the topsoil <br />stockpile(s) on the appropriate map(s). <br />Response: Colowyo will place the topsoil into three separate, defined piles along the <br />haul road corridor. These piles will be seeded and have containment berms <br />constructed around the entire base of each pile. Colowyo will strategically separate the <br />topsoil piles allowing any runoff to flow around and not through the topsoil piles. No <br />further disturbance will take place via plowing of snow onto the topsoil piles during <br />winter maintenance of the Haul Road as the windrows will be placed far enough to the <br />west of the haul road that this will not occur. In addition, engineering design for the <br />haul road call for the road to be cut approximately 20 feet east of where the piles will sit <br />which will not allow waste from the maintenance of the haul road to reach the topsoil <br />piles making contamination of the topsoil piles a non-issue. <br />This completes Colowyo's second round of responses to the Division's second <br />adequacy review for TR-76. Two copies of text are included with this response as <br />well as an index sheet to aide incorporation of the material into the permit.
