Stark <br />Environmental Protection Specialist <br />Colorado Division of Reclamation, Mining and Safety <br />Department of Natural Resources <br />1313 Sherman Street, Room 215 <br />Denver, CO 80203 <br />RE: Colowyo Mine's response to the Division's Second Adequacy Review for <br />Technical Revision - 76. <br />Dear Mr. Stark, <br />Colowyo received the Division's second adequacy comments toward TR-76 on 23 <br />July 2009 and has the following comments and responses. <br />Rule 4.03.1(1) - Haul Roads - General Requirements <br />3. In the TR-76 response letter Colowyo states that reclamation of the South <br />Taylor Haul Road will be "addressed as required by Rule 4.03.1(7) and will <br />take place after Colowyo has determined that the road will no longer be <br />needed for operations, reclamation or monitoring". The Division needs a <br />more affirmative statement in the text that the haul road will, in fact, be <br />reclaimed and the area replaced to AOC and the approximate timing and <br />method (i.e. during the reclamation of the final pit area). Additionally, it is the <br />Division's understanding that the South Taylor Haul Road will remain open <br />until final closure of the south Taylor Pit has been completed (around 2021). <br />The backfilling of the haul road corridor, however, is not shown on either of <br />the spoil grading maps (Maps 29 and 29A). Please include additional <br />detail to the permit text regarding the reclamation of the South Taylor <br />Haul Road and please include the haul road corridor on the spoil <br />grading maps with its projected year(s) of reclamation. <br />Response: Colowyo has added text to the current permit Rule 4.03.1(7) that provides <br />information regarding the reclamation of the South Taylor Haul Road and has included <br />two copies of the updated material for the Division's incorporation into the permit. The <br />haul road corridor will be included on the spoil grading map(s) with its projected year(s) <br />of reclamation in an upcoming Minor Revision.
