areas. Where the pipeline passes under RCR27, the Twentymile Mine railroad spur, and Foidel Creek, <br />the pipeline trench will be expanded to provide room for horizontal boring equipment, and the pipeline <br />will be bored under these features. Because pipeline placement will necessarily involve activities <br />within the Foidel Creek buffer zone, TCC is requesting a temporary variance from the regulatory <br />requirements for operations within a buffer zone. The pipeline will be a double HDPE pipe system, <br />with a 8.625-inch carrier pipe inside a 10.0-inch containment pipe, buried approximately 5-feet deep, <br />and extending approximately 8,000 feet. Access/inspection manholes and pipe-tees for the moisture <br />detection system will be located at key points along the pipeline route. <br />While the associated pipeline disturbance areas will essentially be reclaimed within a reasonable time <br />period following pipeline installation, TCC does not consider these areas to be reclaimed for purposes <br />of reporting, since there is some potential that they may be re-disturbed for pipeline repair or <br />maintenance in the future. At the time of final reclamation, inspection manholes will be removed or <br />demolished to 3-feet below grade, and the pipeline will be cut-off below grade, capped, and abandoned <br />in place. The drop-borehole will be plugged and sealed, using the methods described in the permit for <br />boreholes. At that time, any necessary maintenance of regraded areas will occur, along with any <br />necessary supplemental seeding. <br />This submittal does not include any supplemental baseline information for the affected areas, as all <br />areas potentially affected by the proposed surface disturbance activities have been previously disturbed <br />by historical mining-related activities, or road or railroad construction. Detailed design, operations, <br />and reclamation information for the proposed activities, is provided as both revised PAP text and <br />exhibits; and revised maps, reflecting the location and configuration of the new facilities, pipeline, and <br />road. New and revised PAP materials are identified by the attached Summary of Revisions/Additions. <br />We would like to proceed with this project as soon as possible, due to the time required for road and <br />pad construction, and to complete drilling operations and subsequent equipment installation. We, <br />therefore, appreciate your consideration, cooperation, and assistance in facilitating timely review and <br />approval of this revision application.
