Elk Creek C-1981-022 <br /> 15 July 2009 <br /> Pg 3/3 <br /> Processing Waste (cont.): - The II-West refuse pile appeared to be stable at the time of the <br /> inspection. No water was pooling on the pile and there were no erosional problems on the pile. The <br /> operator was actively hauling refuse to the pile at the time of the inspection. The lower slopes on <br /> this pile have been reclaimed. The slopes have been covered, topsoiled and seeded. The vegetation <br /> is coming in nicely. There were no erosional problems noted on the reclaimed slopes at the time of <br /> the inspection. <br /> Support Facilities: - Both the Sanborn Creek and Elk Creek Mine facilities areas were dry and <br /> appeared to be stable at the time of the inspection. No erosional or other problems were noted at <br /> either of the facilities areas. <br /> - The downhill conveyor from the Elk Creek Portals to the coal stockpile was stable and in good <br /> condition at the time of the inspection. No problems were noted along the conveyor supports. <br /> - The Sanborn Creek Mine fan has been dismantled and removed from the site. This fan will be used <br /> at the Bear Creek facility. There is still a large amount of miscellaneous debris that will need to be <br /> removed from the pad before it can be reclaimed. Overall the pad area was stable and in good <br /> condition. <br /> Air Resource Protection: - There were no problems with fugitive dust on any of the haul roads or <br /> from the coal stockpile at the time of the inspection. <br /> Off-Site Support Facilities: - The Hubbard Creek Fan site has been taken offline and the fan shaft <br /> has been filled. The substation has been moved to the new Bear Creek Fan pad. The operator has <br /> not yet plugged or sealed the utility boreholes that are on the pad. This will need to be completed <br /> prior to backfilling the pad. The cut slopes at the pad appeared to be stable at the time of the <br /> inspection. <br /> - The operator continues work at the new Bear Creek Fan pad. The substation from the Hubbard <br /> Creek Fan pad has been moved to this location and is hooked up (this included running new power <br /> lines to the site). The location of the fan shaft has been set and the operator (contractor) has <br /> placed a large rebar form that was constructed on-site around the shaft location for reinforcing for <br /> the concrete collar that will be poured. Jim Kiger indicated that they would probably raise bore the <br /> shaft. <br /> Overall the Elk Creek and Sanborn Creek Mine sites look good. This concludes the 15 July 2009 Elk <br /> Creek Inspection report. <br />
