Elk Creek C-1981-022 <br /> 15 July 2009 <br /> Pg 2/3 <br /> Hydrologic Balance (cont.): - Pond C is a concrete dam below the West Valley Fill. The dam appeared <br /> to be stable at the time of the inspection. The pond was dry and was not discharging at the time of <br /> the inspection. <br /> - Pond D contained water approximately one foot below the top of the primary discharge pipe and <br /> was not discharging at the time of the inspection. The pond embankment was well vegetated and <br /> stable at the time of the inspection. No erosional problems were noted on the pond embankment. <br /> - The East Yard Pond contained some material that had been placed there from pond cleaning and <br /> the Bear Creek Fan pad to dry. This material was being hauled to the II West Valley Fill at the time <br /> of the inspection. The pond was dry at the time of the inspection. The pond appeared to be stable <br /> at the time of the inspection. No erosional problems were noted on the pond at the time of the <br /> inspection. <br /> - Pond E is a concrete dam below the II-West Valley Fill. The concrete embankment was stable at <br /> the time of the inspection. The pond was dry at the time of the inspection. <br /> - Pond F contained a small amount of water but was not discharging at the time of the inspection. <br /> The pond embankment was well vegetated and stable at the time of the inspection. There were no <br /> erosional problems noted on the pond embankment. <br /> - The ditches along the haul road to the Elk Creek facilities area appeared to be stable and <br /> functioning as designed. No erosional problems were noted in any of the ditches. <br /> - The ditch and spillway around the Hubbard Creek Fan site were all stable and clear at the time of <br /> the inspection. <br /> - The ditch at the new Bear Creek Fan site was stable at the time of the inspection. There was <br /> some sediment in the ditch and Jim Kiger indicated that it would be cleaned as soon as the work on <br /> the pad was finished (to allow access). The ditch has some straw waddles in it for sediment control. <br /> Backfilling and Grading: - The backfilled Sanborn Creek portal was remains stable. There are no <br /> signs of major settling or cracking at the backfilled portal location. No erosional problems were <br /> noted at the portal location at the time of the inspection. The portal area has very sparse <br /> vegetation but, as stated, there have been no erosional problems. <br /> Explosives: - The explosives magazines were in place just below Pond D and the elevated conveyor <br /> from Elk Creek portals to the coal stockpile at the time of the inspection. The small pad where the <br /> magazines are located was stable and in good condition at the time of the inspection. No erosional <br /> problems were noted on the explosives magazine pad at the time of the inspection. <br /> Processing Waste: - The West Valley Fill was well maintained and stable at the time of the <br /> inspection. There was no water pooling on the pile. The majority of the surface of the pile was <br /> covered with piles of refuse/material that still needs to be spread. Oxbow was not actively hauling <br /> refuse to this pile at the time of the inspection. The reclaimed outslopes of the pile were all well <br /> vegetated and stable. No erosional problems were noted on the outslopes at the time of the <br /> inspection. <br />
