Cattany <br />Division Director <br />Natural Resource Trustee <br />Re: 32.5 Road Gravel Pit, File No. M-2009-035, c Construction Materials Reclamation Permit Application <br />Package, Preliminary Adequacy Review. <br />Dear Mr. Azcarraga: <br />The Division of Reclamation, Mining and Safety has begun the review process for the above referenced 112 <br />amendment application. The project appears to be a straight forward request to permit a construction materials <br />operation. A review of the application has revealed a few clarifications and issues that need to be addressed. <br />1. EXHIBIT C - Pre-mining and Mine Plan Maps Map (Rule 6.4.3(e)): Please provide a revised <br />map(s) that include corrections/clarification for the following items: <br />• Identify the existing type of present vegetation covering the affected lands. <br />• Please clearly label the permit boundary and be sure that a scale is provided on both the pre- <br />mining and mine plan maps. <br />2. EXHIBIT D - Mining Plan (Rule 6.4.4): Please provide clarification for the following items: <br />• Specify the estimated size of areas to be worked at any one time; <br />The Mine plan states that 30.25 acres will be mined for sand and gravel. The application also <br />states that 30.25 acres will be included in the permit area. The mine plane map shows two mine <br />phases, Phase 1 consists of 7.97 acres and Phase 2 consists of 22.28 acres for a total of 30.25 <br />acres. It appears that more than 30.25 acres will be required to mine the proposed operation. <br />The additional required acreage will likely be needed for access roads, topsoil stockpiles, <br />overburden stockpiles, water settling ponds and material processing. Please describe how the <br />operation will only affect 30.25 acres. <br />• Describe any improvements necessary on existing roads and the specifications to be used in the <br />construction of new roads. New or improved roads must be included as part of the permitted <br />acreage. Describe any associated drainage and runoff conveyance structures to include <br />sufficient information to evaluate structure sizing; <br />• It is stated in the mine plan that "the mined areas behind the highwall will be backfilled using <br />overburden from the next mined area and imported inert fill."
